City-funded projects on property owned by or located on premises
leased by the City of West Haven, the West Haven Board of Education,
or a not-for-profit public library receiving financial support from
the City of West Haven shall be exempt from permit fees, except that
the state education fee portion of the building permit fee and any
outside plan review fees shall be paid to the Building Department
by the department sponsoring the project. Waiver of building permit
fees on other properties shall be only by result of action by the
City Council, and shall be limited to charitable or public purposes.
