Pursuant to the authority granted to the City of West Haven by the General Assembly for the State of Connecticut in the February 1980 Session to defer the increase in the assessments on real property in the year of revaluation and until the fourth year following the year of such revaluation, it is declared that a phasein of assessments on real property shall take place as to real property situated in West Haven over said period.
The Assessor for the City of West Haven is hereby authorized and instructed to implement the provisions of Public Act No. 80-427 by phasing in the assessments of all real property situated in the City of West Haven for the assessment years October 1, 1979, October 1, 1980, October 1, 1981, October 1, 1982, and October 1, 1983, by 20% per year.

Pursuant to Section 12-65g of the Connecticut General Statutes, the City of West Haven, acting through its Mayor, is hereby authorized to enter into a written agreement with an owner of real property located within the City of West Haven who agrees to improve, rehabilitate or renovate any building thereon to meet the standards of design and construction of the State Building Code to accommodate physically disabled persons, as set forth in Article 521.4 of the State Building Code, or any subsequent corresponding section of the State Building Code, as from time to time amended, to fix the assessment of such property as of the date of the agreement for a period of not longer than five years and to defer any increase in assessment attributable to such improvement, rehabilitation or renovation during such period, provided that the agreement shall be approved by the local building official and that such improvement, rehabilitation or renovation shall be completed not later than three years from the date of the agreement and, upon completion, shall be subject to inspection and certification by such local building official as being in conformance with the applicable provisions of said code.
