A. 
Except as provided in §§ 350.02 and 350.03, Wis. Stats., no person shall operate a snowmobile upon any public right-of-way, in any public park, golf course or on any other public property in the Village except as hereinafter designated. The following streets are designated snowmobile routes:
(1) 
Streets. "I" Street and cross street from the west curbline of "I" Street at the entrance to Riverside Park to the intersection of Peterson Street at the west curbline.
(2) 
Parks, golf courses and recreational areas. Operation of snowmobiles on marked routes or trails is authorized in the following public parks, golf courses and recreational areas subject to approval of the Village Board: Riverside Park and the baseball field.
B. 
The Public Works Department is directed and authorized to procure, erect and maintain appropriate snowmobile route, trail or limit markers.[1]

C. 
Snowmobiles operated on designated snowmobile routes over public highways shall observe the rules of the road for motor vehicles set forth in ch. 346, Wis. Stats., and Chapter 207, Vehicles and Traffic, of this Code, which is hereby adopted by reference and made part of this chapter as if fully set forth herein. Any act required to be performed or prohibited by such laws is required or prohibited by this chapter.
A. 
Speed. No person shall operate a snowmobile upon any public right-of-way or highway within the Village of Soldiers Grove at a speed in excess of that permitted or posted for other motor vehicles, or in any public park or area at a speed in excess of 20 miles per hour.[1]

B. 
Hours of operation. No person shall operate a snowmobile upon any public highway or other public property, in any public park, public or private golf course, recreational area, or lake within the Village of Soldiers Grove, between the hours of 10:00 p.m. and 8:00 a.m., except for through traffic on designated trails.
C. 
Unattended vehicles. No person shall leave or allow a snowmobile owned or operated by him to remain unattended on any public highway or public property while the motor is running or with the starting key left in the ignition.
D. 
Operation on sidewalks or malls prohibited. No person shall operate a snowmobile on any sidewalk, pedestrian way or mall within the Village.
E. 
Operation on private premises restricted. No person shall operate a snowmobile on any private property not owned or controlled by him within the Village without the express consent or permission of the owner.
F. 
Operation on icebound waters. No person shall operate or ride upon a snowmobile on Riverside Lake at any time or place when such operation has been declared unsafe by the Police Chief. The Public Works Department is directed and authorized to procure, erect and maintain signs giving notice that such restrictions are in effect at all public access points to such lake.[2]

A. 
No person shall engage in the business of renting or leasing of snowmobiles to the public or of renting or leasing use of a snowmobile track or other private property to the public for the operation of snowmobiles thereon in the Village of Soldiers Grove unless he has a license therefor as provided in this section.
B. 
Application for snowmobile renters' licenses shall be filed with the Clerk-Treasurer and shall include the name of the owner of the premises on which such business will be conducted, the proposed period and hours of operation, the name of the person, firm or corporation which will conduct such business, the state registration number of such commercial owner, if any, and the registration numbers of any snowmobiles to be leased by such business and such other information as the Village Board shall require to consider such application. The application shall be accompanied by a fee as set from time to time by resolution of the Village Board, which shall be refunded to the applicant in the event a license is denied.[1]

C. 
No license shall be issued unless approved by the Village Board after a public hearing on the application. Notice of such hearing shall be given by publication of a Class 1 notice under ch. 985, Wis. Stats. The Village Board shall approve issuance of the license only if it determines that the public health, safety and welfare will not be adversely affected thereby and that the following terms and conditions are met:
(1) 
The applicant must file proof of liability insurance in force covering the premises to be licensed and any snowmobile to be rented or offered for use to the public by the applicant with limits of $50,000/300,000/10,000.
(2) 
If snowmobiles are to be used on the licensed premises, such use must be restricted to areas located at least 500 feet from any dwellings not owned or occupied by the applicant.
(3) 
Snowmobiles shall be operated on the premises or leased for off-premises operation only between the hours of 8:00 a.m. and 10:00 p.m.
(4) 
The licensing period shall be for one year from July 1 to June 30. A reduction of up to 50% in the license fee may be granted by the Village Board for original licenses granted after June 30, but no reduction or refund of the fee shall be granted for any other reason.
(5) 
The Clerk-Treasurer shall issue a renewal license to any person, firm or corporation holding a valid license under this section upon payment of the annual license fee, provided, however, that any such applicant who has been convicted within the preceding 12 months of violation of this chapter or any state statute regulating or restricting the use of snowmobiles or snowmobile renters shall not be entitled to license renewal until renewal is approved by the Village Board after public hearing as required under Subsection C of this section.
Any person who shall violate any provision of this chapter shall upon conviction thereof forfeit not less than $10 nor more than $20 together with the costs of prosecution for the first offense and not less than $25 nor more than $50 together with the costs of prosecution for the second offense within a year.
