No owner of any real property in the Village of Sleepy Hollow shall allow snow, ice, or other substance to accumulate or remain upon any sidewalk improved for public pedestrian use which either is in any portion of a street between the owner's property boundary line and the curbline of a street or lateral line of uncurbed roadway that abuts the owner's real property or is on the owner's real property and runs substantially alongside a street or roadway that abuts the owner's real property, so as to impede or render dangerous public travel thereon for a longer period than 24 hours.

Any person or persons or agent of any nonresident owner who shall permit such snow or ice so to accumulate and remain for a longer period than that above specified after notice to remove the same shall be liable to a penalty of $250, 15 days' imprisonment, or both, for each offense. In addition to such penalty, the Board of Trustees may have said snow or ice or other substance removed and the cost and expense of so removing the same shall be levied, assessed and collected from such owner, occupant or agent in the manner prescribed by law.
Oral notice by any member of the Police Department shall be deemed sufficient for the purpose of this article.

Notwithstanding anything contained in § 362-16 herein, any owner of any real property in the Village of Sleepy Hollow who permits snow or ice to accumulate and remain upon any sidewalk improved for public pedestrian use which either is in any portion of a street between the owner's property boundary line and the curbline of a street or lateral line of uncurbed roadway that abuts the owner's real property or is on the owner's real property and runs substantially alongside a street or roadway that abuts the owner's real property shall be liable to any party for injuries sustained as a result thereof.
