Twenty-five miles per hour is hereby established as the maximum speed at which vehicles may proceed within the corporate limits of this Village, except on the following highways:

Any person violating this article shall be punishable by a fine not exceeding $100 or by imprisonment for not exceeding 30 days, or by both such fine and imprisonment, for the conviction of a first offense; by a fine of not less than $50 nor more than $250 or by imprisonment for not exceeding 90 days, or by both such fine and imprisonment, for the conviction of a second offense committed within a period of 18 months; and by a fine of not less than $100 nor more than $500 or by imprisonment for not exceeding 180 days, or by both such fine and imprisonment, for the conviction of a third or subsequent offense committed within a period of 18 months.
All convictions pursuant to this article shall be noted by the Police Justice on the reverse side of the license of the person convicted.

The provisions of this Article X are expressly subject to the provisions of Article XXI of this chapter.
