A. 
The Mayor is responsible for the overall administration and maintenance of the classification plan. The Mayor:
(1) 
Shall allocate new positions to a new or existing class of work upon consideration of a department head's comments.
(2) 
May reallocate vacant positions to a new or different class of work upon consideration of a department head's comments.
(3) 
May create new classes of work.
(4) 
May abolish classes of work to which no encumbered positions are assigned.
(5) 
May modify class specifications as necessary to accurately reflect the work being performed and the job requirements.
(6) 
Shall maintain classification records reflecting the title of each position, class specifications which set forth the duties, tasks and responsibilities of each class of work, the minimum qualifications requirement, and the grade and salary range of each class of work.
B. 
Department heads are responsible for:
(1) 
Establishing procedures they deem necessary to permit the orderly and timely preparation of reclassification requests.
(2) 
Ensuring that officially and permanently delegated duties are appropriate for the position and do not constitute an unreasonable selection of one position from several others to receive the additional duties with the potential for reclassification.
(3) 
Reviewing positions as they become vacant in order to ensure proper classification.
(4) 
Considering the impact of departmental reorganizations on position classifications.
A. 
Reclassification policy. A reclassification is a change in the allocation of a position from one job class to another. Reclassifications may result in a position moving to a higher grade, lower grade or remaining in its present grade, depending on the grade of the job class to which it is reallocated. Reclassifications of a position shall be made only by the Mayor. A department head or a merit employee may request the reclassification of a position if he or she believes that the duties and responsibilities of the position have materially changed. The Mayor may reclassify a position, at his or her absolute and sole discretion.
B. 
Qualifying for reclassified positions. Employees must meet the minimum qualification requirements of the recommended classification in order to be reclassified. Those who do not shall hold the position at its former grade until they are found to meet the requirements.
The Town Council has the right to reorganize Town government. A reorganization is the movement, abolition or creation of a Town government function approved by the Town Council. When a reorganization is under consideration, the proposal approved by the Town Council must be reviewed by the Mayor to the extent that it may affect the classification of positions. Departments shall provide a statement of how the reorganization will change the duties and responsibilities of affected positions along with any other information requested. The Mayor shall determine the appropriate classification of these positions and render a report which shall be considered in determining whether to proceed with the reorganization. If the reorganization is implemented, any reclassifications shall be effective on the date determined by the Town Council. If an emergency situation prevents review by the Mayor prior to reorganization, the review shall occur as soon as possible thereafter.
