No person, firm or corporation, by its employees or otherwise, shall distribute or circulate or permit or cause the distribution or circulation of any newspapers, handbills, dodgers, posters, booklets, circulars, cards, pamphlets, novelties or other printed or advertising matter in the Village of Rothschild without the person distributing the same having a distributor's license as hereinafter provided.

Application in writing for a distributor's license shall be made to the Clerk upon forms prescribed by the Clerk. The Clerk shall have the authority to grant such license upon payment to the Treasurer of a license fee set by the Village Board. Said license shall expire on the 30th day of June of each year and be subject to inspection upon demand by any Village official or property owner. No person under 14 years of age shall be granted a license.
A. 
No printed material or other matter described in § 335-1 hereof shall be distributed or scattered on any street, alley, sidewalk or other public place nor in any motor vehicle upon the streets of the Village.
B. 
All such printed matter distributed to private homes shall be securely affixed to the building or deposited in containers or holders when the same are available.
C. 
None of such printed matter shall be left at any vacant residence or in any hallway or vestibule of any apartment house, hotel or office building except where a holder or receptacle is provided.
D. 
No distribution shall be made at such premises where a "No Handbills" card is posted.
E. 
No person engaged in making distribution aforesaid shall cross any lawn or over or through any hedge or shrubbery or ring the doorbell, sound the knocker, or otherwise call the residents to the door for the purpose of receiving the matter being distributed.
The provisions of this chapter shall not be construed to apply to the distribution of newspapers or magazines being delivered to bona fide subscribers thereof, packages containing ordered material, official public notices issued by proper public authorities, monthly statements of public utilities addressed to a specific address or person, or anything carried or delivered by the U.S. Postal Service, nor shall a license be required for the distribution of any political or campaign literature or matter, and no person shall distribute or cause to be distributed any such literature within a radius of 1/4 mile from the door of any polling booth within the Village of Rothschild which is intended to or tends to influence any voting during the hours of voting.
A. 
A distributor's license shall be subject to revocation by the Village upon conviction for violation of any provision of this chapter, or conviction of any other ordinance of the Village or state statute substantially related to the licensed activity.

B. 
The Clerk shall not grant a distributor's license to any person whose license shall have been revoked in accordance with the provisions of this chapter within a period of six months from the date of such revocation or suspension.

Any person violating this chapter shall be subject to § 1-2 of this Code.
