It shall be unlawful to maliciously or purposely break, deface
or destroy any grave, gravestone, columbarium, memorial, shade tree,
ornamental tree or shrub, within the bounds of the City Cemetery,
or whoever shall break open or leave open any gate, or shall break
down, burn or in any way destroy or damage, any fence or other property
belonging or appertaining to the cemetery.

A. All
stones, markers or monuments placed in the cemetery shall be placed
on foundations as follows :
1. Stones or monuments four (4) feet high or more, the foundation shall
be of the full width and length of the stone, and to a depth of five
(5) feet, with three (3) nine (9) inch postholes to an additional
depth of one (1) foot.
2. Stones or monuments under four (4) feet in height, the foundation
shall be of the full width and length of the stone, and to a depth
of forty (40) inches, with three (3) nine (9) inch postholes to an
additional depth of thirty-two (32) inches.
3. Double flat markers, the full dimension of the base to a depth of
thirty (30) inches, and no postholes required.
4. Two (2) feet by one (1) foot stones or markers, the full dimension
of the stone or marker to a depth of twenty-five (25) inches. No postholes
required.
5. All foundations shall extend four (4) inches above the ground level
on all sides of stones, markers or monuments.
6. All foundations are to be of concrete, and shall be of the following
mix: One (1) part cement, two (2) parts sand, and four (4) parts rock,
and shall be thoroughly mixed in a conventional concrete mixer, or
be ready-mixed concrete.

On all graves, foundations shall be installed by monument people
according to the City's specifications.

There shall be no more sectional concrete vaults allowed in
any part of the City Cemetery, and only two-piece concrete vaults
will be allowed.

A. No
person shall place or cause to be placed in the City Cemetery any
gravestone or grave marker at any place other than at the head or
west end of the grave lot; provided, however, that in the event a
person owns two (2) adjoining east and west lots, the gravestone or
grave marker may be placed at the east end of the west lot.
B. All
headstones shall be placed four (4) inches from the west line, and
all footstones shall be placed thirteen (13) inches from the east
line of the lot boundaries.

The setting of all stones, markers or monuments on foundations
shall meet the approval of the Street/Cemetery Superintendent.

All footstones shall be level with the ground, except where
it is a matching stone for one already installed.

It shall be unlawful for any lot owner or his or her agent to
construct improvements or ornaments on lots, or otherwise encroach
on the streets or passageways.

No lot shall be filled to a greater elevation than three (3)
inches above the established or natural grade.

It shall be unlawful to plant or grow trees of any kind, shrubs
or vines on any grave lot in the cemetery.
