A. 
Off-street parking and loading spaces are required for all uses in all zoning districts except the "DC" District or as otherwise specified in the applicable zoning district requirements. General parking standards follow. All off-street parking areas, access drives and parking lots are to be paved as specified in Section 410.420 B(1).
1. 
Parking space size. Off-street parking spaces shall have minimum dimensions of nine (9) feet in width and eighteen (18) feet in depth, exclusive of access drives or aisles thereto. Minimum dimensions for parallel parking spaces shall be twenty-three (23) feet in length and eight (8) feet in width. Up to twenty percent (20%) of the number of off-street parking spaces required for the site may receive approval by the Planning Commission and be constructed to compact car standards. A compact car space shall consist of a minimum net area of one hundred twenty (120) square feet with minimum dimensions of eight (8) feet in width and fifteen (15) feet in depth. Each space shall be conspicuously identified as a compact car space.
2. 
Shared parking. Parking requirements for two (2) or more principal uses may be satisfied by the allocation of the required number of spaces for each principal use in a common parking facility.
3. 
Backing apron required. Parking lots or loading areas shall have no driveway aisle which dead ends without a backing apron with a minimum depth of five (5) feet.
4. 
Location of accessible parking. Accessible parking spaces shall be reserved and posted, located in proximity to the main and secondary entrances, and ramps shall be provided and conveniently located in relationship to the parking spaces. All accessible parking shall be in conformance with the Americans with Disabilities Act of 1991.
5. 
Accessible parking space size. Where accessible parking is required, each space shall have a minimum length of eighteen (18) feet, a minimum width of not less than eight (8) feet and shall be located adjacent to a five-foot wide accessway. Accessible parking spaces must comply with Section 301.143, RSMo. to include a van-accessible parking space as the first accessible parking space, with an access aisle a minimum of ninety-six (96) inches wide.
B. 
Off-Street Parking, Access Drives and Loading Area Design Standards.
1. 
Surfacing. The minimum paving standard for all off-street parking, access drives, and loading areas, except those required for single-family or duplex uses, shall be:
a. 
Five (5) inches of concrete; or
b. 
Six (6) inches of asphalt; or
c. 
Three (3) inches of asphalt combined with eight (8) inches of aggregate base and subgrade base.
d. 
Off-street parking and driveway areas serving single-family and duplex residences shall be graded and paved with an approved asphalt, concrete or paver brick over an approved base. On single-family lots, rear yard parking areas may be a minimum of six (6) inches of gravel commonly referred to as "road rock," one (1) inch minus, MoDOT Type 5 aggregate or similar in the rear yard only. These parking areas are to be maintained dirt and vegetation free. The property owner shall be responsible for maintaining erosion control of the gravel.

e. 
An alternative paving specification designed by a Missouri registered engineer and approved by the City Building Official.
f. 
In lots zoned "LI" Light Industrial and "HI" Heavy Industrial, the Planning Commission may approve an alternative parking and driveway material, such as a minimum of six-inch-thick "road rock," one (1) inch minus, MoDOT Type 5 aggregate or similar, provided such areas do not front Highway 13, Fairground Avenue, West 19th Street, or Main Street. Gravel drives are to be maintained free from dirt, dust, and vegetation. The property owner is responsible for maintaining erosion control of his or her parking areas. The approval by the Commission for use of gravel in "LI" and "HI" zoned lots shall be as a conditional use according to Article VIII.

2. 
Lighting. Any off-street parking areas providing space for five (5) or more vehicles that are used after dark shall be provided with lights that provide at least an average of one-fourth (1/4) footcandle over the entire parking area, measured on the ground surface within the parking area.
3. 
Maintenance. Vehicle parking areas, including drives and drive aisles, shall be maintained in proper repair with the required surfacing and curbing. Pot holes and surface cracks shall be filled and sealed in a timely manner.
4. 
Time limit. All required vehicle parking areas shall be ready for use, including the above surfacing requirement, before the issuance of a final certificate of occupancy (in the case of a new building or addition) or within forty-five (45) days after the issuance of an occupational license (in the case of a change of occupancy use in an existing building). An extension of time may be granted by the Building Official due to adverse weather conditions.
5. 
Minimum Configuration Of Acceptable Parking Spaces For Residential Uses. Each garage or carport and driveway combination shall be counted as compliant off-street parking spaces per the following:

a. 
A one-lane driveway shall be a minimum of twelve (12) feet in width. A multi-lane driveway shall require ten (10) feet in width for each lane of the driveway.
b. 
Each twenty-three (23) linear feet of a lane of a driveway between a garage or carport and the property line may count as one (1) parking space, up to a maximum of two (2) spaces per lane.
c. 
Each garage or carport bay shall count as one (1) additional parking space.
d. 
Each driveway shall be allowed one (1) wing-out parking space per the minimum length and width requirements as stated above. A second wing-out parking space shall be allowed when the single-lane approach is in excess of fifty (50) linear feet.
e. 
Each driveway is allowed a maximum of one (1) lane width which does not terminate in a garage or carport bay.

A. 
Amusement game parlors, pool halls and other similar recreational buildings: one (1) space per two hundred (200) square feet of gross building area.
B. 
Automotive, boat, trailer and farm implements sales: one (1) space per five hundred (500) square feet of gross building area plus one (1) space per three thousand (3,000) square feet of outdoor display area.
C. 
Banks and savings and loans: one (1) space per two hundred (200) square feet of gross building area.
D. 
Bowling lanes: five (5) spaces per lane.
E. 
Child care facilities: one (1) space per staff person on the maximum shift.
F. 
Churches, temples, places of worship, public buildings, auditoriums and other places of public assembly: one (1) space for each five (5) seats in the main auditorium.
G. 
Contractor's office or trade building: one (1) space per five hundred (500) square feet of gross building area.
H. 
Convalescent homes, homes for the aged, retirement homes, nursing homes and other similar health care facilities: one (1) space shall be reserved for doctors for each fifteen (15) patient beds, plus one (1) space per ten (10) patient beds, plus one (1) space per two and one-half (2.5) employees, exclusive of doctor parking spaces.
I. 
Flea markets and farmer's markets: one and one-half (1.5) spaces per each booth or stand.
J. 
Funeral homes, mortuaries and crematoriums: one (1) space per sixty-five (65) square feet of gross floor area within the chapel, plus one (1) space per employee, plus one (1) space per company-owned vehicle.
K. 
Furniture, carpet and major appliance stores: one (1) space per four hundred (400) square feet of gross building area.
L. 
General commercial establishments: one (1) space per two hundred (200) square feet of gross building area.
M. 
Golf courses: four (4) spaces per hole.
N. 
Hospitals: one (1) space shall be reserved for doctors for each ten (10) patient beds, plus one (1) space per four (4) patient beds, plus one (1) space per one and one-half (1.5) employees, exclusive of doctor parking spaces.
O. 
Hotels and motels: one and three-tenths (1.3) spaces per rentable room plus one (1) space for each three (3) seats in the restaurant and lounge.
P. 
Medical and dental offices and outpatient clinics: one (1) space per two hundred (200) square feet of gross floor area.
Q. 
Manufacturing, wholesaling and storage businesses: one (1) space per five hundred (500) square feet of gross floor area.
R. 
Multi-family dwellings and duplexes: parking space per each dwelling unit. Studio/efficiency apartment: 1.5 parking spaces per unit, two (2) bedrooms or less: two (2) parking spaces, three and four (3-4) bedrooms: three (3) parking spaces, five (5) or more bedrooms: four (4) parking spaces, plus one (1) parking space for each additional bedroom over five (5).

V. 
Restaurants or bars: one and one-half (1.5) spaces per one hundred (100) square feet of gross floor area.
W. 
Schools:
1. 
Colleges, universities, business school and technical/vocational schools: one (1) space per three (3) seats of seating capacity.
2. 
High schools: seven (7) spaces per classroom.
3. 
Junior high and elementary schools: two (2) spaces per classroom.
X. 
Single-family dwellings: two (2) bedrooms or less: two (2) parking spaces, three and four (3-4) bedrooms: three (3) parking spaces, five (5) or more bedrooms: four (4) parking spaces, plus one (1) for each additional bedroom over five (5).

Theatres:

Single theatres: one (1) space per three (3) seats.

Multi-plex theatres: one (1) space per four (4) seats except when located with shopping centers over twenty-five thousand (25,000) gross square feet which provide at least one (1) parking space per two hundred (200) square feet of gross building area, the following shall then apply:

Other uses: Off-street parking requirements for any use not specifically mentioned in this Section shall be the same as for the most similar use listed.
BB. 
An adjustment in the number of parking spaces required by Section 410.430 may be obtained from the Planning and Zoning Commission with approval by the Board of Aldermen. The approval by the Commission for an adjustment in the required number of parking spaces shall be as a conditional use according to Article VIII.

Use of parking areas: Parking areas shall be used for automobile parking only with no sales, storage, repair work, dismantling or servicing of any kind.

A. 
Generally. All uses which are required to provide three (3) or more off-street parking spaces shall have entries and exists and drives at least twenty-two (22) feet in width to accommodate two-way traffic unless a one-way traffic system is utilized, in which case entry and exits and drives shall be a minimum of eleven (11) feet in width. If a one-way traffic system is utilized, appropriate traffic direction markers shall be installed at all appropriate intersections. Drives and maneuvering areas shall provide proper turning radii to permit convenient maneuvering of cars and service vehicles into and out of each parking and loading space.
B. 
Prohibition On Back-Out Spaces. Except for single-family residential dwellings and duplexes, all parking access shall be designed to prevent the need to back directly onto a public road or right-of-way.
Exception: Backing onto a public road or right-of-way shall be allowed for residential structures up to and including a four-plex where:
1. 
Each dwelling unit has at least a single car garage, and
2. 
The residential structure is not located on one of the roads listed in Table 7.1 of the Comprehensive Plan (see copy below). Other roads where backing shall not be allowed include, but shall not be limited to: East 15th Street from Main Street to the City limits, 9th Street from Main Street to Lipper Avenue, 31st Street from Highway 13 to Oak Street, 34th Street from Highway 13 to Oak Street and Hickory Street from Fairground Avenue to 34th Street.
