No person shall be present in the parks or at Lake Show-Me between the hours of 10:00 P.M. and 6:00 A.M., with the exception of participants in events scheduled in advance with the City and registered Lake Show-Me campsite users and their guests.

The parks and Lake Show-Me shall be open for use throughout the year, unless otherwise determined by the City.

No motor vehicle shall be operated in said parks at a speed in excess of fifteen (15) miles per hour. No motor vehicle may be operated off of the roadways in said parks, and the operation thereof shall comply with any duly erected signs or markers regulating the same. All vehicles or trailers shall be parked in designated parking areas only, except that boat trailers are further restricted to parking only in the boat trailer parking area.

The use or possession of any firearm in said parks is prohibited, except on the part of any Police Officer. Persons legally conducting hunting or shooting activities at Lake Show-Me are excluded from this prohibition.

Loitering in or about the shower-latrine building in the park or recreation area at any time is prohibited, and the carcass of any fish or animal shall not be cleaned in or around said buildings.

No radio, record or tape player, or any other sound-producing instrument or apparatus shall be so operated as to produce a sound which is clearly audible at a distance of more than fifty (50) feet from the source thereof.

All vandalism or damage to or destruction of public or private property within said parks is prohibited. No person shall, without lawful authority, attempt to or in fact alter, deface, injure, knock down or remove any official sign, signal, marking or traffic control device or any inscription, shield or insignia thereon or any part thereof.

All persons shall obey the instructions of any official signs, markings, or traffic control devices installed in said parks by the authority of the Governing Body, unless otherwise directed by a Police Officer. For the purpose of this Section, it shall be presumed that any sign, marking or traffic control device installed or erected within said park shall have been so installed or erected by proper authority of said Governing Body.

Fees for camping in the recreation area shall be an amount specified and determined from time to time by proper action of the Governing Body.

During periods when the recreation area shall be fully or partially covered by floodwaters, it shall be unlawful for any person to drive a motor vehicle in the area covered by floodwaters to otherwise damage the sod and part under said floodwaters. Provided that the Mayor may issue a permit for a person to drive in such area covered by floodwaters when in his/her opinion such a permit is required for access to boat docks or other facilities adjacent to the park.

Hunting blinds at the lakes within the City limits must be removed by May 1 or the blind site must be registered at City Hall. Cost of registration shall be an amount specified and determined from time to time by proper action of the Board of Aldermen.

The City of Memphis, Missouri, may use one of the lakes as a standby source of water supply, if necessary. The impounded reservoir and water supply will be used for recreational purposes when the normal pool is reached under the supervision and control of the City of Memphis, Missouri, as its agents, servants and employees.

A. 
Sailboats have the right-of-way over all other craft. However, no craft shall be operated in a manner to endanger or inconvenience smaller or less maneuverable craft.
B. 
One (1) life preserver, buoyant vest, ring buoy or buoyant cushion of the type approved by the commandant of the United States Coast Guard in good and serviceable condition for each person on board shall be required.
C. 
When in operation during hours of darkness, a light sufficient to make the motorboats presence and location known to any and all other motorboats within a reasonable distance must be used.
D. 
Launching, docking, mooring and landing shall be accomplished only in such places and such means as are approved by the City of Memphis.

It is unlawful to use a boat propelled in whole or in part by gas, gasoline or naphtha unless the same is provided with a stock factory muffler, underwater exhaust or other modern devices capable of adequately muffling the sound of the exhaust of the engine. The phrase "adequately muffling" shall mean that the motor's exhaust at all times be so muffled or suppressed as not to create excessive noise.

A. 
Every operator of a motorboat shall at all times navigate the same in a careful and prudent manner and at such rate of speed as not to endanger the life, limb or property of any person.
B. 
No person shall operate any motorboat at a rate of speed greater than will permit him/her in the exercise of reasonable care to bring the motorboat to a stop within the assured clear distance ahead.

The operator of a motorboat of twenty (20) feet or less in length shall not allow any person to ride or sit on either the starboard or port gunwales thereof or on the decking over the bow of the vessel while underway, unless such motorboat is provided with adequate guards or railing to prevent passengers from being lost overboard. Nothing in this Section shall be construed to mean that passengers or other persons aboard a motorboat cannot occupy the decking over the bow of the boat to moor it to a mooring buoy, or to cast off from such a buoy, or for any other necessary purpose. The provisions of this law shall not apply to vessels propelled by sail.

No person under twelve (12) years of age shall operate any motorboat upon the waters of this lake unless such person is under the direct visual and audible supervision of a parent, guardian or other person sixteen (16) years of age or older, or unless the motorboat is moored.

Swimming will not be allowed in any waters of the City lakes.

At the discretion of the City of Memphis, orange buoys may be placed in the inlets and surrounding the launching and docking area; only slow or trolling speed will be permitted landside to these buoys. Other areas restricted to boats and motors to be marked with red and white buoys. A drawing of the designated areas shall be on file in the City offices and shall be considered as part of this Chapter.

All marine toilets on any boat, operated upon waters of the City lake shall be constructed and operated as to contain all sewage aboard the boat and not to discharge any sewage into the waters directly or indirectly. No boat shall be equipped to permit discharge from or through any marine toilet, or in any other manner any sewage at any time into waters of the City lake, and all sewage when removed from any boat shall immediately be placed in the sanitary dump tank.

It shall be unlawful for any person, firm or corporation to fish at the City-owned lakes or reservoir except by pole and/or rod and reel.

Firecrackers or fireworks are absolutely prohibited at all times on any waters or land owned, operated or leased by the City surrounding or adjacent to the City lakes.

Should a state of emergency arise that would impair the present water quality standards of the water supply of the City lake, the Director of Public Works of the City will have the authority to declare a state of emergency and will notify the State of Missouri Department of Natural Resources, Division of Water Quality, the City Administrator, and the Water Patrolman; and all boating and recreation on the City lake shall cease until such time as the emergency situation is corrected and approved by the State of Missouri, Department of Natural Resources, Division of Water Quality.

A. 
Park Patrolmen are Peace Officers and are empowered to enforce any violation of the law on City lakes. He/she may also enforce the littering law on the banks or upon public land. He/she may arrest on land subject to hot pursuit.
B. 
Each Park Patrolman or Peace Officer may board any boat during daylight hours for the purpose of making any inspection necessary to determine compliance with boating laws.
C. 
Penalties are provided in Section 100.220 of this Code.

Persons who render themselves obnoxious by disorderly conduct, bad behavior or indecent exposure shall be subject to penalties prescribed by law and, in addition thereto, or in lieu thereof, may be summarily removed from the area by the Park Patrolman or his/her designated representative. Any person violating any rule or regulation adopted by the City shall be subject to prosecution under the laws of the City and the State of Missouri, and further that boating violations may, at the discretion of the City of Memphis, result in cancellation of the registration and use on the lake of boat or boats involved for the calendar year in which violation occurs, and any person convicted of a violation of any of the provisions of this Chapter, upon conviction, shall be subject to a fine and/or punishment as set forth in Section 100.220 of this Code.
