The provisions of this Chapter shall apply whenever a person shall wear roller blades or use a skateboard or any other like instrument as a means of transportation or movement upon any street or highway or upon any pathway or sidewalk. While references herein shall be to roller blades and skateboards, like instruments shall be deemed to be included in the definition of roller blades and skateboards.

A. 
No person at any time shall ride or operate a skateboard or roller blades upon a sidewalk within the business district.
B. 
Whenever any person shall ride or operate a skateboard or roller blades on sidewalks outside the business district, such person shall yield the right-of-way to any pedestrian and shall give an audible signal before overtaking and passing such pedestrian.

No person shall ride a skateboard or wear roller blades on public roadways within the City at nighttime, unless they are wearing reflectorized clothing visible at six hundred (600) feet. "Nighttime" shall be defined for this Chapter as any time between thirty (30) minutes after sunset to thirty (30) minutes before sunrise.

Every person riding a skateboard or wearing roller blades upon any street or sidewalk within the City shall do so in a manner whereby such person is in control of his/her movements and in no way endanger any person or property.

Every person riding a skateboard or wearing roller blades upon a street or roadway shall be subject to all of the duties applicable to the driver of a vehicle by the laws of this State declaring rules of the road applicable to vehicles or by the traffic ordinances of the City applicable to the driver of a vehicle, except as herein otherwise provided, and except as to those provisions of laws and ordinances which by their nature can have no reasonable application.

Any person riding a skateboard or wearing roller blades on a street or roadway shall obey the instructions of official traffic control signals, signs and other control devices applicable to vehicles, unless otherwise directed by a Police Officer.

Trick riding, horseplay and the playing of games while riding skateboards or wearing roller blades upon public streets is prohibited.

Any person violating any of the provisions of this Chapter shall upon conviction be punished by a fine of not less than ten dollars ($10.00) nor more than fifty dollars ($50.00), and in addition to such fine the court may temporarily suspend the use of such roller blades or skateboards and may impound the same for a period not exceeding thirty (30) days, and in case of any minor under the age of seventeen (17) years, the court may require that as a precondition to the release of such skateboard or roller blades that the parent or guardian of such minor shall first give satisfactory assurance to the court that the provisions of this Chapter will be thereafter complied with by such minor.
