A. There is hereby established a Historical Advisory Board of St. Charles County with all the duties and responsibilities outlined herein as well as those authorized in Chapter
120 governing advisory boards and commissions.
B. The
Board shall advise the County Executive and County Council on historical
issues including, but not limited to, the care and use of historic
structures owned by the County, preservation of historic structures
located within the County and care and maintenance of cemeteries for
which the County is trustee for the land or for maintenance funds.
C. The
Board shall promote community awareness of historic facilities and
programs through public information and community education activities.
The Board shall also solicit citizen input to identify historic preservation
concerns and needs of individuals, organizations and political subdivisions
throughout the County.
D. The
Board membership shall consist of nine (9) members. The initial members
shall serve staggered terms beginning March 1, 2007, three (3) members
serving an initial term of one (1) year, three (3) members serving
an initial term of two (2) years and three (3) members serving a term
of three (3) years each. All succeeding appointments thereafter shall
be for a term of three (3) years.
E. The Director of Parks and Recreation, the Parks and Recreation Department Historian and a designated member of the County Council shall serve as ex officio members of the Board. No elected officials may serve on the Board as a voting member. Each member shall be appointed by the County Executive with approval of the Council pursuant to Chapter
120 and St. Charles County Charter Article
V, Section 5.104 (2006). Any vacancy on the Board shall be filled by appointment and approval in like manner for the unexpired portion of the term.
F. The
Board shall meet not less than once quarterly. All Board meetings
and business shall be conducted in accordance with Chapter 610, RSMo.
G. A majority
of the Board shall constitute a quorum for the transaction of business
and a majority of the Board shall be necessary to pass any motion
or resolution brought before the Board.
H. Each
member of the Board shall serve without pay, but shall be reimbursed
for reasonable and necessary expenses incurred in performing official
duties as provided by ordinance, subject to the appropriation of funds
for this purpose in the County's budget.
I. The
Director of Parks and Recreation shall arrange secretarial assistance
to the Board.
J. The
Board shall cease to exist on March 1, 2013, unless its duration is
extended by ordinance.
