A. 
The Commission may, with the approval of the Board of Alderpersons:
1. 
Direct the preparation plans for park and recreation areas;
2. 
Submit applications for grants and aid in developing, acquiring or maintaining park and recreation areas;
3. 
Prepare and review that portion of the annual budget pertaining to park and recreation areas;
4. 
Make recommendations to the Board of Alderpersons with respect to monetary expenditures needed for parks and recreation;
5. 
Establish rules and fees governing the use and regulation of park and recreation facilities; and
6. 
Advise the Board of Alderpersons in connection with all matters relating to parks and recreation.
