This Chapter and any subsequent amendments hereto shall be known as the Zoning Ordinance of the City of Palmyra, Missouri. The purpose of this Chapter is to establish zoning standards and regulations which will promote the health, safety and welfare of the residents of the City of Palmyra, Missouri.

No building shall be erected, reconstructed or structurally altered and no building or land shall be used for any purpose other than in conformity with the regulations herein and as permitted in the zoning district in which such building or land is located.

The following words, terms and phrases, when used in this Chapter, are hereby defined to mean as follows:
ACCESSORY BUILDING
A building or structure incidental or secondary to the principal building or structure on the premises, the use of which is natural and incidental to that of the principal building; the term does not include a business located in a residence or dwelling.
ACCESSORY USE
A use or activity natural and incidental to, and devoted exclusively to, the main use of the premises.
ALLEY
A service way providing a secondary means of public access as to abutting properties.
BUILDING
A structure having a roof supported by columns or walls for shelter or enclosure of persons, animals or chattels.
BUSINESS OR COMMERCIAL BUILDING
A building occupied or to be occupied for business or commercial uses.
BUSINESS OR COMMERCIAL USES
Any calling, occupation, trade, or undertaking for the purpose of a livelihood or profit, including, but not limited to, any commercial, retail, professional, repair, outlet, service or supply activity; the term does not include an industrial use.
CAMPGROUND
An area designated for occupancy by a recreation vehicle, tent, or open-air camping as temporary living quarters for recreational, camping, travel or seasonal use.

DISTRICT
A section of the City for which uniform regulations governing the use of land and buildings therein are herein established and which is delineated on the zoning map.
DWELLING, MULTI-FAMILY
A building or portion thereof used or designed for use as a residence for three (3) or more families living independently of each other, including apartments.
DWELLING, SINGLE-FAMILY
A detached building used or designed for use as a residence exclusively by one (1) family; the term does not include a mobile home; the term does not include any home in which eight (8) or fewer unrelated mentally retarded or physically handicapped persons reside, and may include two (2) additional persons acting as houseparents or guardians who need not be related to each other or to any of the mentally retarded or physically handicapped persons residing in the home.
DWELLING, TWO-FAMILY
A building used or designed for use as a residence exclusively by two (2) families living independently of each other; the term does not include a mobile home.
ERECTED
Built, constructed, reconstructed, enlarged, moved upon, or any physical operations on the premises required for the building. Excavations, fill, draining, and the like shall be considered a part of erection.
FAMILY
One (1) or more persons living as a single housekeeping unit, as distinguished from a group of persons occupying a boarding house, lodging house, motel or hotel.
INDUSTRIAL BUILDING
A building occupied or to be occupied for industrial uses.
INDUSTRIAL USES
Any manufacturing, production, processing, cleaning, treating, storage and distribution activities; the term does not include manufacturing, production, processing, cleaning, treating, storage and distribution activities in connection with on premise retail sales of goods or services.
MOBILE HOME
A prefabricated or "prefab" home, including a mobile home, or a house trailer intended for use as a permanent dwelling or extended occupancy, which is customarily moved to a location on axles, but upon which the axles are removable and which are generally removed for long-term placement.

NON-CONFORMING USES
A use of a building or land that is not permitted by the use of regulations of the district in which the building or land is located.
PRINCIPAL BUILDING
The main or primary building used on premises.
PRINCIPAL USE
The main or primary use of a building or land.
RECREATIONAL VEHICLE or RV
A vehicle which is:

1. 
Built on a single chassis;
2. 
Four hundred (400) square feet or less when measured at the largest horizontal projections;
3. 
Designed to be self-propelled or permanently towable; and
4. 
Designed primarily not for use as a permanent dwelling but as temporary living quarters for recreational, camping, travel or seasonal use.
STRUCTURALLY ALTERED
Any enlargement of a building or structure, or, any change in the supporting members of a building or structure such as bearing walls, columns, beams or girders, excepting such alterations as may be required for the safety of a building or structure.
