This Chapter shall in no way limit or restrict the power of
the City Council, of its own motion, to extend the boundaries of the
City and to classify the land so annexed as one (1) or more of the
districts and to establish the boundaries thereof.

A. On
its own motion or on petition, the City Council may amend, supplement,
change, modify or repeal the regulations and provisions herein including
the boundaries of the zoning districts.
B. In
case of a protest against such change duly signed and acknowledged
by the owners of thirty percent (30%) or more, either of the areas
of the land (exclusive of streets and alleys) included in such proposed
change or within an area determined by lines drawn parallel to and
one hundred eighty-five (185) feet distant from the boundaries of
the district proposed to be changed, such amendment shall not become
effective except by the favorable vote of two-thirds (2/3)
of all the members of the City Council.
C. No
amendment, supplement, change, modification or repeal of the regulations
or provisions, including boundaries of the zoning districts, shall
become effective until after a public hearing in relation thereto,
at which parties in interest and citizens shall have an opportunity
to be heard. At least fifteen (15) days notice of the time and place
of such hearing shall be published in a paper of general circulation
in the City.
