There is hereby created the office of Public Works Director.

The City Administrator, with the approval of the City Council, shall appoint some suitable and competent person to be Public Works Director, to have control of the streets, alleys, storm sewers, sidewalks, curbs, and gutters of the City. He/she shall hold his/her office at the pleasure of the Council.

The Public Works Director shall be twenty-one (21) years of age or over and shall have had such actual and practical experience in the building and maintaining of streets, alleys, storm sewers, sidewalks, curbs, and gutters, as the City Council shall deem necessary.

A. 
The Public Works Director shall have charge of and supervise the construction, repair and maintenance of all streets, alleys, storm sewers, sidewalks, curbs, and gutters within the corporate limits of the City. He/she shall keep a correct record of all paving, curbs, guttering and sidewalks constructed and of all excavations in the streets and alleys.
B. 
The Public Works Director shall make purchases of materials, appliances or articles necessary for the ordinary and usual maintenance and repair of the streets, alleys, storm sewers, curbs gutters and sidewalks of the City, subject to the approval of the City Administrator.
