The liaison of the Department of Community Development of the City of Clairton shall be the City Manager of the City of Clairton, who shall coordinate activities which require cooperation between the Redevelopment Authority of the City of Clairton, the Vacant Property Review Committee, and the Planning Commission of the City of Clairton. These powers are set forth in Urban Redevelopment Law, 35 P.S. §§ 1709, 1710, 1711, 1712 and 1712.1, and 1744.
The City of Clairton shall provide funding through its Community Development Block Grant program, which are federal funds intended specifically for redevelopment and economic development and activities within the City of Clairton. Additionally, the City of Clairton may provide funding through its Economic Development Fund or Capital Budget. The liaison shall coordinate cooperation and facilitate redevelopment as required under 35 P.S. §§ 1744 through 1746.
The annual budget of the Vacant Property Review Committee and the Redevelopment Authority of the City of Clairton shall include appropriated monies designated by the Council and Mayor of the City of Clairton specifically for their intended purposes: the economic development and redevelopment within the City of Clairton.
For the budget year 2005, and each year annually, the Council and the Mayor shall approve and appropriate funds to the VPRC and the RACC consistent with the Urban Redevelopment Authority Law.[1]
