In compliance with Section 319.022, RSMo., the City shall participate
in the Statewide utility locate call center concerning its underground
facilities.
No person or entity shall commence any excavation in any public right-of-way or easement without first obtaining a utility locate from the Statewide call center, in compliance with Chapter 319, RSMo., or as amended, and Section 215.710 of the Code of Ordinances.
Any utility installation damaged or disturbed during any excavation
shall be immediately reported to the owner of such installation and
not covered or concealed.
Commencing January 1, 2016, any new sewer lateral line or water
service line connected within the public right-of-way shall be marked
by the owner with tracer wire or other locate technology approved
by the City. Clean outs shall be placed within a protective enclosure.
For pressure or vacuum systems, access points will be placed within
a protected enclosure.
