A. The Planning
Board, with the approval of the Select Board shall appoint and, subject
to appropriation, fix the compensation of a Town Planner whose services
shall be available to all boards and departments of the Town. He shall
be especially fitted by education, training or experience.
(1) He shall
be the Executive Secretary of the Planning Board and attend all meetings
of the Board.
(2) He shall
qualify by oath before entrance upon the duties of his office.
(3) He shall
become a resident of the Town of Dartmouth within one year after he
shall have taken his oath of office.
B. The Select
Board and Planning Board shall have the authority to waive the Town
Planner's residency requirement.
He shall have the following duties and responsibilities:
A. He shall make careful studies and, when necessary, he shall prepare
plans relating to the resources, possibilities and needs of the Town
of Dartmouth and upon completion of such study and plans, he shall
submit a report thereon to the Planning Board and to the Town Meeting
next held within a reasonable time thereafter.
B. He shall report annually to the Select Board giving all necessary
information regarding the condition of the Town of Dartmouth and shall
submit therewith any plans and proposals for its development with
estimates of costs thereof, together with a report of the work and
conditions of his office as Planner, and the Select Board shall print
the summary of the aforementioned report to be posted in the Annual
Town Report for the year in which so reported.
C. He shall make such master or study plans of the Town of Dartmouth
or such parts thereof as shall be determined advisable by the Planning
Board, showing upon such plan or parts thereof, among other things,
existing and desirable proposed public ways, street grades, public
places, bridges, parks, parkways, playgrounds, sites for public buildings
and structures, building and zoning districts, waterways, location
of sewers, water conduits and other public utilities and other pertinent
features of such plans, including existing private ways; and after
consultation with other municipal agencies charged with enforcing
housing laws, the building code and Zoning By-Laws or regulations,
he shall recommend and plan conservation, rehabilitation and development
areas for the purpose of guiding residential protection, neighborhood
improvement, commercial and industrial development; and upon authorization
of the Select Board, he shall represent the Town of Dartmouth in procuring
participation in any Federal or Commonwealth programs for the implementation
and development of the foregoing. Upon request, the several departments,
offices, commissions, committees and agencies of the Town of Dartmouth
shall furnish the Planner with such data and information as he shall
require in carrying out the provisions of this By-Law.
D. When so requested by the Board of Appeals of the Town of Dartmouth,
he shall furnish such advice and recommendations as they shall require
within the provisions of his office.
E. During the term of his office, he shall hold no elective or other
appointive office, nor shall he engage in any other business or occupation.
