The City Manager is hereby appointed to serve as the Director of Emergency Management Services and shall have the power and duties as set forth in § 323.15, Wis. Stats.
The Director of Emergency Management Services shall, in accordance with § 323.14(1)(b)1, Wis. Stats., develop an emergency management plan and such plan shall be coordinated with the county's emergency management plan.
A. 
In preparing and executing the emergency management plan, the Director is authorized to utilize the services, equipment, supplies and facilities of existing departments and agencies of the City to the maximum extent practicable.
B. 
City officers and personnel of all City departments and agencies shall cooperate with the Director and shall provide such services and facilities as are requested.
C. 
The Director shall direct local management training programs and exercises, direct participation in emergency management programs and exercises ordered by the adjutant general and the county head of emergency management services, and advise the county head of emergency management programs in accordance with § 323.15(c)3, Wis. Stats.

In consideration of the joint action provision of the Jefferson County Emergency Government Ordinance, Section 7, the City hereby enters into a joint action agreement with Jefferson County to provide for utilization of existing services of the City in conjunction with efforts by the Office of Emergency Management of Jefferson County.
