All sidewalks, curbs and gutters within the City shall be built, constructed and maintained wholly at the cost and expense of the owner of the property abutting such sidewalks, curb or gutter on the side where constructed. Curb and gutter and sidewalk replacement to City streets shall be assessed pursuant to § 161-4 of this Code, at the rate as determined by the City Council of the City.
All sidewalks hereafter built or rebuilt within the City shall be constructed of cement concrete and shall be parallel to and 12 inches distant from the abutting property line, except in any instance where a concrete walk has already been built along a portion of any block, the remainder of the walk on that side of said block may be located at a greater or less distance than 12 inches from the abutting property line to correspond with the concrete walk already constructed.
All such sidewalks shall have an even slope of 1/4 inch to the foot towards the adjacent gutter, and the elevation of the side of the walk next to the property line shall be at the established grade on streets where such grade is now or may hereafter be established.

All such sidewalks outside the business portion of the City shall be four feet in width.
For curb and gutter construction, the natural soil or earth when of clay or heavy soil must be removed to a depth of 10 inches below the finished grade of gutters.
When the subgrade has been prepared to the proper grade, there shall be spread upon it a layer of clean sand, gravel or cinders to such a depth as will give upon thorough consolidation a thickness of six inches. Where the natural subgrade is sand or gravel, this will not be required.
The gutter shall be uniformly 18 inches wide and six inches thick at the lip with a pitch of 1 1/2 inches toward the face. The standard thickness of the curb shall be six inches and its height six inches. The overall dimensions of the combined curb and gutter shall be 24 inches wide and 12 inches high. The walks shall be 4 1/2 inches thick and four feet wide, unless otherwise specified by the City.
All work shall be laid out to the lines and grades given by the Engineer.
A. 
Sidewalk and curb and gutter shall be constructed of one course, Class "A" air-entrained, portland cement concrete conforming to Section 501 of the State of Wisconsin, Department of Transportation, Standard Specifications for Road and Bridge Construction.
B. 
Admixtures may be used only with the written approval of the Director of Public Works.
The City Manager or a designee shall inspect sidewalks to determine whether sidewalks are unsafe, defective, or insufficient. Inspection findings will be reported to the City Clerk and the Public Works Board. The City Manager shall cause unsafe, defective, or insufficient sidewalks to be repaired or replaced at the City's expense.
