No person shall operate or draw any vehicle or machine having
metal lugs or cleats on the wheels over any permanent street or alley
within the City except upon conditions imposed by the Director of
Public Works.
No person shall operate any wheeled vehicle upon any permanent
street with any wheel locked or fastened so that it will not revolve.
