The City Council finds as follows:
A.
That the City has an obligation and responsibility to ensure that the City's wards are of substantially equal population;
B.
That a demographic analysis has been undertaken of the City's wards, and a recommendation made that redistricting be undertaken;
C.
Arkansas law vests city councils with the authority to conduct redistricting and apportionment; and
D.
In accordance with these findings and recommendations, the City Council desires that new ward boundaries be established.
