A. 
Any person desiring to secure a permit to engage in, operate or conduct a vehicle for hire business within the City shall file with the City Clerk a written application therefor, giving the following information:
1. 
The full name and address of the principal place of business and other pertinent information of the applicant and, if a partnership, the name and residence address of all partners and, if a corporation, the name and residence address of the officers and directors; the trade name under which the applicant does or proposes to do business; the social security number and date of birth of the applicant and, if a partnership or corporation, then the tax identification number of the applicant.
2. 
Whether or not the applicant, or any persons listed in Subsection (A)(1) above, have been convicted of the violation of any Federal or State felony law, or any Federal or State misdemeanor involving the use or threat of force or violence, sale of drugs, sexual abuse or, within the previous two (2) years, has been convicted of violating any provision of this Chapter or has ever had a license or other permit issued by the City revoked or suspended. The applicant shall supply a release for a criminal records check by the Missouri State Highway Patrol or similar agency to verify the information provided in this Section.
3. 
Whether or not the applicant or any person listed in Subsection (A)(1) above has unpaid claims or unsatisfied judgments against them for damages resulting from the negligent operation of a vehicle.
4. 
The number of vehicles proposed to be operated and a complete identification of each, including the make, model, vehicle identification number of each vehicle known to be used in the service and the registered owner. If any of the above information on the application changes at any time prior to or after the actual permit is issued, it shall be the responsibility of the applicant to provide updated information to the City Clerk prior to the actual use of the vehicle.
5. 
Evidence of current proof of financial responsibility as required by Section 640.070.

A. 
No permit to operate a vehicle for hire business shall be issued unless the applicant has been determined by the Director of Public Safety to have otherwise met all of the requirements for the license. When such conditions have been met, the Director advises the City Clerk to issue a permit.
B. 
In an effort to offset the expense of the investigation process, applicants shall pay a non-refundable investigation fee of twenty-five dollars ($25.00), whether applying for or renewing a vehicle for hire permit.
C. 
Grounds to deny a permit to operate shall include, but not be limited to, the following:
1. 
Whenever an applicant files an incomplete application.
2. 
Whenever an applicant makes a false declaration on the application.
3. 
Any conviction or guilty plea of a Federal or State felony within the past ten (10) years or any Federal or State misdemeanor involving the use of threat of force or violence, sale of drugs, or sexual abuse within the past five (5) years or of the municipal violation of leaving the scene of an accident, driving while intoxicated (DWI), or failure to report an accident or any violation of this Article or has had a permit issued under this Article revoked as a result of an alcohol-related offense within the past three (3) years.
4. 
Whenever an applicant has outstanding judgments against him for damages resulting from the negligent operation of a vehicle.
5. 
The applicant has had a previous permit to operate a vehicle for hire service suspended or revoked in this or any other city or state, unless the Director finds that the cause of such suspension or revocation has been removed or is no longer applicable.
6. 
The Director may, if he/she deems appropriate, give the applicant an opportunity to correct any problem found prior to rejecting the application.
7. 
An applicant who has been denied a permit to operate shall not be eligible for a permit for a period of one (1) year following the denial.

Upon application or renewal for a vehicle for hire permit, an application fee in the amount of twenty-five dollars ($25.00) plus an additional five dollars ($5.00) for each vehicle in excess of one (1) is required.
