The Township Committee shall consist of five (5) members who shall hold office for a term of three (3) years. The Township Committee shall hold an annual meeting on the 1st day of January at 12:00 o'clock noon, or during the first seven (7) days of January in any year. At their annual meeting, the Committee shall elect one of their number as Chairman of the Committee, who shall preside at all meetings of the Township Committee and who shall be known as the Mayor of the Township.
The Township shall have full power to exercise all powers of local government in such a manner as its Committee may determine.
The Mayor shall be the Chairman of the Township Committee and head of the municipal government. The Mayor shall have those powers placed in the Mayor by general law and shall preside at all meetings of the Committee and shall have the right to debate and vote on all questions before the Committee.
There is hereby created the position of Deputy Mayor of the Township of Plumsted.
The Deputy Mayor shall be so designated by a majority vote of the Township Committee. The duties of the Deputy Mayor shall be to serve as the executive officer of the Township in the absence of the Mayor. In the absence of the Mayor, the Deputy Mayor shall have all of the rights, powers and duties of said Mayor and shall have the authority to act on behalf of the Township on all such matters in the Mayor's absence.
The Committee shall be the legislative body of the municipality. The Committee may in accordance with the laws of the State of New Jersey:
A. 
Pass, adopt, amend or repeal any ordinance or resolution for any purpose required for the government of the municipality or for the accomplishment of any public purpose for which the municipality is authorized to act under general law;
B. 
Control and regulate the finances of the municipality and raise money by borrowing and taxation; and
C. 
Create such offices and positions as they deem necessary. The officers appointed thereto shall perform the duties required by law and the ordinances of the Committee. The officers appointed shall serve at the pleasure of the Committee, except where otherwise provided by law.
D. 
A majority of the Committee shall constitute a quorum for the transaction of business. A majority of all the members of the Committee shall be required to vote in the affirmative to pass any ordinance.
The Committee shall meet on a regular basis at the municipal building, and shall be determined by resolution of the Committee. All meetings of the Committee shall be held in accordance with the requirements of the Open Public Meetings Act, N.J.S.A. 10:4-6, et seq. The Township Clerk shall keep a journal of the proceedings of the Committee and shall record the minutes of every meeting.

The following fees shall be charged for the performance of marriage or civil union ceremonies:
A. 
Resident - $50.00.
B. 
Non-Resident - $100.00.
C. 
Mileage reimbursement for marriages or civil unions performed outside of Plumsted Township. Mileage reimbursement shall be at the rate established by the Federal Internal Revenue Service for business use of personal vehicles. The rate shall automatically adjust in accordance with the amount specified by the Federal Internal Revenue Service. Mileage reimbursement shall be in accordance with Section 46-22 of the General Ordinances of the Township of Plumsted.
D. 
That said fees shall be payable to the Township prior to the ceremony.
