There is hereby established in the Township an Economic Development Committee having the powers and duties hereinafter enumerated.
A. 
The Economic Development Committee shall consist of seven members appointed by the Township Committee. Three members appointed to two year terms, and three members appointed to one year term with provisions for alternates one and two. At the expiration of each of the above terms, the new member or members shall be appointed for terms of two years. All appointments shall run from January 1 of the year of appointment. All appointments to fill vacancies shall be promptly filled by appointments by the Township Committee for the unexpired term. Members shall serve for their respective terms and until their successors are appointed and qualify.
B. 
Alternates. Two alternates may be appointed to said Committee, to be designated as Alternate 1 and Alternate Number 2, respectively. The terms of said alternate members shall be for two years, except that on the original appointment the terms of Alternate Number 1 shall be two years and the term for alternate Number 2 shall be one year. An Alternate member shall serve only during the absence of a regular member and to the extent possible, shall serve in rotation by appointment of the Chairman. The Township Committee shall appoint one member of the Township Committee to serve on the Economic Development Committee.
The members of the Economic Development Committee shall choose annually from among their member a Chairman and such other officers as they may deem necessary. The Mayor shall be an ex officio member of the Committee.
The Economic Development Committee shall have the following powers and duties:
A. 
To inquire into, survey and publicize the extent, advantages and utility of vacant land within the township.
B. 
To classify such vacant land according to its adaptability for the settlement thereon of various types of business, professional and industrial enterprise.
C. 
To study and analyze various businesses, industries and professions with a view to ascertaining the opportunities for expansion of such business, industries and professions within the township.
D. 
To recommend to the Township Committee advertising the economic advantages and opportunities and availability of real estate in the township, and to encourage and accomplish business, industrial and professional settlement within the township.
The Township Committee may annually appropriate funds for the use of the Economic Development Committee, and such funds may be expended on the authority and approval of the Committee, upon submission of proper vouchers.
