The Borough Secretary, after obtaining the approval of the Borough Council, be and hereby is authorized and directed under and in accordance with the provisions of the Act of April 14, 1949, P.L. 482, as amended, 53 P.S. § 2261 et seq.,[1] to direct and authorize the Wilkinsburg-Penn Joint Water Authority to shut off water service to such owners and occupants as he may see fit, provided such owner or occupant has neglected or failed to pay for a period of 30 days from the due date thereof the rental rate or charge imposed by the Allegheny County Sanitary Authority and such claim or lien for such service has been assigned by Allegheny County Sanitary Authority to the Borough of East Pittsburgh, and provided further that 30 days' notice be given the owner or occupant prior to the shutting off of the water supply, and to provide the Wilkinsburg-Penn Joint Water Authority with the necessary information to enable it to proceed to shut off the water to the aforesaid owners and occupants, such direction and authorization and information to be provided in a manner and form substantially as follows:[2]

The Borough of East Pittsburgh is authorized and directed to pay to the Wilkinsburg-Penn Joint Water Authority a compensation for said shutoff and turn-on services, in an amount to be agreed upon between the Borough and the Authority, and to collect such amount from the said owner or occupant.
The Borough shall indemnify the Authority and hold it harmless from any claims whatsoever arising out of the shutting off of water to any of the owners or occupants of the properties affected.
