From and after the effective date of this article, all of the accounts of the Borough of Green Lane ("Borough") for this current year and all subsequent years shall be audited and reported by an independent auditor appointed each year by the Borough Council. Such independent auditor appointed by Borough Council shall be a certified public accountant registered in the Commonwealth of Pennsylvania, a firm of certified public accountants registered in the Commonwealth of Pennsylvania or a competent public accountant or a competent firm of public accountants.
Borough Council shall annually appoint an independent auditor, by resolution before the close of the fiscal year, to make an independent examination of the accounting records of the Borough for the fiscal year, and the independent auditor shall also perform the other duties and exercise the powers as conferred upon the independent auditor under Subchapter C, relating to auditors, 8 Pa.C.S.A. § 1041 et seq., as may be amended from time to time.
The office of elected Borough auditor is abolished, but the Borough Auditor then in office shall continue to hold office during the term for which elected, and the Borough Auditor shall not audit, settle or adjust the accounts audited by the independent auditor but shall perform the other duties of office.
All other ordinances or parts thereof which are in conflict with this article are hereby repealed.
The provisions of this article are severable, and if any section, clause, sentence, part, or provision thereof shall be held illegal, invalid, or unconstitutional by any court of competent jurisdiction, such decision of the court shall not affect or impair the remaining sections, clauses, sentences, parts, or provisions of this article. It is hereby declared to be the intent of the Borough Council that this article would have been adopted if such illegal, invalid, or unconstitutional section, clause, sentence, part, or provision had not been included herein.
This article shall become effective within the time period provided by law.
