The uses listed in this article are not permitted, accessory or conditional uses and are prohibited in all zone districts in the City of Hackensack. This list is not exhaustive of all uses that are prohibited.
(1) 
Accessory dwellings.
(2) 
Acetylene gas manufacture or storage.
(3) 
Arsenals, storage or manufacture of gun powder, ammunition and blasting material.
(4) 
Ammonia, chlorine or bleaching powder manufacture.
(5) 
Auction rooms and flea markets.
(6) 
Boarding houses, rooming houses, and halfway houses.
(7) 
Bingo halls or bingo parlors or similar types of amusement establishments, except in halls owned and operated by churches and similar charitable organizations.
(8) 
Asphalt manufacture or refining.
(9) 
Automobile junkyards or wrecking yards.
(10) 
Blast furnace, forge plants, rolling mills, foundry.
(11) 
Boiler works.
(12) 
Brick, pottery, tile or terra cotta manufacture, except as permitted on a small scale for permitted artist uses or activities, subject to Board review for public safety.
(13) 
Cannabis establishments meeting one or more of the following criteria:
(a) 
"Cannabis cultivator" as defined in § 175-2.2, except in any zone or overlay zone where such use is specifically permitted.
(b) 
"Cannabis manufacturer" as defined in § 175-2.2.
(c) 
"Cannabis wholesaler" as defined in § 175-2.2.
(d) 
"Cannabis distributor" as defined in § 175-2.2.
(e) 
"Cannabis retailer" as defined in § 175-2.2, except in any zone or overlay zone where such use is specifically permitted.
(f) 
"Cannabis delivery service" as defined in § 175-2.2.
(14) 
Carrousels, Ferris wheels, merry-go-rounds, roller coasters, or other permanent amusement rides.
(15) 
Carports as an accessory parking shelter.
(16) 
Celluloid or film manufacture or extraction of products therefrom.
(17) 
Check-cashing businesses which are not banks.
(18) 
Chemical manufacture or storage of chemicals having a flammable, explosive or toxic base or which have an odor.
(19) 
Cement, cinder block, lime, gypsum or plaster of paris manufacture.
(20) 
Coke ovens.
(21) 
Use of commercial trailers or vehicles that are customarily used or intended for conveyance upon public highways, either under their own power or by attachment to a motor vehicle or through other means of transportation, for the storage of any type of goods or materials on any premises in any zoning district within the City of Hackensack. Any commercial trailers or vehicles described in the preceding sentence shall be deemed to be used for storage purposes if the trailer or vehicle remains on the premises in excess of seven days.
(22) 
Community drop-in centers or rehabilitation centers for those afflicted with drug abuse alcoholism, diseased, or mental illness.
(23) 
Cotton oil manufacture.
(24) 
Disinfectant, insecticide or poison manufacture.
(25) 
Distillation of coal, petroleum, refuse, grain, wood or bone.
(26) 
Dog pounds or animal shelters.
(27) 
Dormitories, fraternity or sorority houses.

Dye manufacture.
(29) 
Dyeing establishments, except on a small scale for permitted artist uses or activities, or carpet- or rug-cleaning establishments.

Emery cloth and sandpaper manufacture.
(31) 
Establishments for the distribution of free food, toiletries, clothes, household goods, etc. including soup kitchens.
(32) 
Explosives or fireworks manufacture and storage.
(33) 
Extended-stay hotels and motels.

Fat-rendering plant.

Fertilizer manufacture.

Fish and meat: wholesale smoking or curing.

Parking, storing or garaging garbage, refuse or scavenged items; except permitted in the M-1 Zone if stored in a fully enclosed garage.
