As used in this chapter, the following terms shall have the following meanings:
GROUNDS
The land owned by the Town of Brookfield which surrounds a school or other public building, including, but not limited to, parking lots, playing fields, lawns and other open space and any ancillary structures standing on such grounds.
PUBLIC BUILDING
A building owned or leased by any governmental entity, school or other building generally used for educational purposes, as defined in § 1-1(e) of the Connecticut General Statutes, as amended.
PUBLIC PLACE.
Any area within the Town of Brookfield that is publicly owned or controlled and accessible to the general public, including but not limited to buildings, streets, sidewalks, bridges, alleys, plazas, parks, beaches, driveways, parking lots, Town Hall, and school grounds.
A. 
It shall be a violation for any person or persons on a public street, sidewalk, crosswalk, walkway in a public park, any public place or in or around any public building and grounds of the Town of Brookfield to stand, sit, lie, spend time idly, saunter, delay, linger, pace or gather in or upon so as to:
(1) 
Obstruct reasonable free passage of pedestrians;
(2) 
Loiter and/or congregate with intent to cause inconvenience, annoyance or alarm;
(3) 
Annoy or interfere with another person or interfere with the normal usage of the premises or make unreasonable noise or obstruct vehicular or pedestrian traffic;
(4) 
Congregate with other persons in a public place and refuse to comply with a reasonable official request or order to disperse;
(5) 
Stay behind or to fail to leave the premises when requested to do so by a police officer or by another person in control of the premises; or
(6) 
Accumulate baggage, boxes, bags, containers and/or luggage which are unnecessary to use a public building, public place or grounds.
B. 
Anyone violating any provisions of this chapter shall be fined not more than $99 per offense, and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
C. 
Notwithstanding the foregoing, nothing herein shall be deemed to prohibit the lawful gathering and/or assembly of a person or persons as afforded by law.
Any police officer may order any person violating this chapter to cease and desist from further engaging in or continuing any activity prohibited by this chapter and may issue a citation for violating this chapter.
