Nothing in the purchasing policy of the City's Municipal
Code shall be interpreted to preclude the use of selection methods,
including, but not limited to, qualifications-based selection, design-build
contracts, and/or negotiated contracts with architectural, engineering
and construction services to the extent permitted by applicable law.
In this purchasing policy, "design-build" means a project in which
the design and construction services are furnished under one (1) contract
with a contractor selected primarily based on qualifications and "qualifications-based
selection" means a negotiated procurement process for the selection
of professional architects, engineers and land surveying services
using objective criteria looking for competence and experience relative
to the work to be performed.
