A. 
A Parking Advisory Board consisting of five persons is hereby created to discharge the duties hereinafter detailed with the goal of advising the Parking Utility and Governing Body on matters pertaining to parking in the Borough of Westwood.
B. 
The Parking Advisory Board shall consist of five persons whom the Governing Body shall appoint by resolution. Said Board shall consist of at least one of the following:
(1) 
Merchant.
(2) 
Resident.
(3) 
Commuter.
C. 
No member may be an officer or employee of the municipality.
D. 
If any member owns or controls a direct or indirect interest in any property included or planned to be included in a parking project, he or she shall immediately disclose said interest in writing to the Governing Body.
E. 
The seats on the Parking Advisory Board shall be designated as Seat Numbers 1, 2, 3, 4 and 5.
F. 
The initial appointments shall be for a term of years corresponding to the seat number. Thereafter, all appointments shall be for a five-year term.
G. 
There shall be a Council Liaison appointed by the Mayor with consent of the Council who shall not be a voting member of the Board and shall serve for one year and until his or her replacement shall be appointed.
The Parking Advisory Board shall meet a minimum of four times per year for the following purpose:
A. 
To review and discuss quarterly reports from the Parking Utility Administrator on the progress, income, and expenses of the Parking Utility.
B. 
To advise the Governing Body regarding the procedures, regulations and fees for the use and operation of the parking areas within the Borough of Westwood.
C. 
To advise the Governing Body regarding construction, provision, leasing or operation of off-street parking projects within the Borough of Westwood, together with such accessory facilities as may promote the safe, orderly and convenient flow of pedestrian and vehicular traffic within the Borough of Westwood.
D. 
To make recommendation to the Parking Utility Administrator and Governing Body concerning the operation and administration of the Department, which recommendation or recommendations, after study by them, shall be either approved or disapproved by the Governing Body. If the Governing Body approves of such recommendation(s) or any part thereof, the Parking Utility Administrator and Board shall be notified, and the Parking Utility Administrator shall carry into effect the recommendation(s) or any approved part thereof.
E. 
To make recommendation to the Governing Body concerning or touching upon matters of policy affecting the Department. Such recommendation(s) shall be approved or disapproved by the Governing Body after a report thereon from the Council Liaison. Notice of any action on such recommendation shall be forwarded to the Parking Utility Administrator by the Council Liaison.
F. 
The Parking Utility may be asked by the Governing Body from time to time to recommend or research certain issues or procedures and prepare a report of findings to the Governing Body.
