A. 
The Chief of Police is hereby authorized to enforce rules and regulations for the Police Department of the City of Peekskill contained in the City of Peekskill Police Manual authorized June 22, 1992, which manual provides Department organization and rules and regulations, including administrative orders on conduct, procedures and duties, patrol operations, communications, security, traffic, arrest and training. These rules and regulations shall be binding upon all members of the Police Department of the City of Peekskill and shall be enforced in accordance with the provisions of such regulations and the provisions of the Civil Service Law of the State of New York and any applicable provisions of the Charter of the City of Peekskill.
B. 
The Chief of Police shall be empowered to amend the Department rules, regulations and procedures as deemed necessary by submitting the same to the City Manager in his capacity as Commissioner of Public Safety pursuant to the City Charter. The City Manager is hereby authorized to adopt and promulgate all such amended rules and regulations upon the consent of the Common Council.
