All billboards hereafter erected within the City of Kingston shall be so erected that the lowest part thereof, excepting necessary posts, beams and braces, shall be at least three feet from the level of the ground, and so that there will be an open space of at least three feet from the level of the ground to said lowest part of such billboard.

All billboards shall be erected and shall be maintained in such a safe and secure manner as shall be approved by the Superintendent of Public Works, and at such a reasonable distance from the street line as he shall designate.
No person or corporation shall post or place or cause to be posted any circulars, posters, cards, cuts, pamphlets or advertising bills or matter of any character or description upon any billboard hereafter erected within the City of Kingston unless it shall meet with the requirements of the foregoing sections.
Any person, persons or corporation who violates any of the provisions of this article shall be guilty of a misdemeanor and shall be punished by a fine not exceeding $50 or by imprisonment not exceeding six months, or both.
This article shall be published twice in each of the official papers of the City of Kingston.
This article shall take effect from and after its passage and approval and after the publication thereof as hereinbefore provided.
