State of New York as Chapter 747 of the Laws of 1896; became a law 5-19-1896 with the approval
of the Governor; amended in its entirety by the Common Council of
the City of Kingston 11-2-1993 by L.L. No. 5-1993; approved at a general
election 11-2-1993; and further amended by the Charter Revision Commission 9-7-1994 and approved
