[HISTORY: Adopted by the Board of Trustees of the Village of Skaneateles at time of adoption of Code (see Ch. 1, General Provisions, Art. II). Amendments noted where applicable.]
A. 
Unless otherwise provided by resolution of the Village Board of Trustees, meetings of said Board shall be held on the second and fourth Thursday evening of each month at the Village Hall at 7:00 p.m.; provided, however, that if any such meeting shall occur on a legal holiday then such meeting may be held on the following night, provided further that the annual meeting of the Board of Trustees shall be held on the first Monday in April at the Village Hall at 7:00 p.m.

B. 
All meetings of the Village Board of Trustees shall be open to the public; provided, however, that said Board shall have the authority to sit in executive session, which session shall be closed to the public.
C. 
The Village further authorizes the use of videoconferencing by the Village Board of Trustees and other public bodies of the Village to conduct public meetings pursuant to § 103-a of the New York Public Officers Law.

D. 
The Village Board of Trustees shall determine and prescribe the rules for the conduct of its meetings and the order of business thereat. The Village Administrator/Clerk shall keep a journal of the proceedings of said Board, which journal shall be open to public inspection in the office of the Village Administrator/Clerk.

The conduct of the business and affairs of the Village shall be through departments established and organized for the purpose by local law or resolution of the Village Board of Trustees, each of which departments shall be under the supervision of a member of the Village Board of Trustees appointed for the purpose.
A. 
The following committees shall be the standing committees of the Village Board of Trustees, until changed by resolution of said Board:
(1) 
Finance.
(2) 
Fire Department.
(3) 
Lakeview Cemetery.
(4) 
Parks and Recreation.
(5) 
Police Department.
(6) 
Streets and Sidewalks.
(7) 
Sanitary Sewers.
B. 
At the annual meeting of the Village Board of Trustees in April of each year, the Mayor shall appoint one or more Trustees as Chairman or Chairmen of each standing committee of said Board.
C. 
Each of the standing committees of the Village Board of Trustees shall have the power and authority and shall be charged with the responsibilities and duties prescribed by resolution of said Board.
In addition to the standing committees of the Village Board of Trustees, the entire Board shall constitute and function as a Board of Assessors.
