No person shall handle, take or remove municipal
solid waste set out for collection unless duly licensed by the municipality.
When municipal solid waste is discarded for pickup and subsequent
recycling, it shall become the property of the Borough of Media. Any
person who picks up said solid waste for his or her own use shall
be guilty of an infraction of this Part.
