[HISTORY: Adopted by the Mayor and Council of the Borough of Norwood as Secs. 2-19 through 2-21 and 2-25 of the Revised General Ordinances. Amendments noted where applicable.]
There shall be a Board of Assistance of the Borough composed of three members appointed by the Mayor with the advice and consent of the Council. One member of the Board shall serve for a term of one year, and such member may be a member of the governing body. Two members of the Board shall serve for terms of two years on a staggered basis. All members shall serve without compensation. The Board of Assistance shall have such powers and perform such duties as are prescribed by general law and ordinance and shall appoint a Director of Welfare pursuant to state law.
A. 
Established. There shall be a Board of Health in the Borough which shall consist of seven members and two alternate members. The member's of the Board of Health shall be appointed by the Mayor with the advice and consent of the Borough Council. Members shall be appointed for terms of three years, and appointments to fill vacancies shall be made in the same manner as original appointments for the unexpired term only. Alternate members shall be appointed for two years subject to N.J.S.A. 26:3-3.

B. 
Powers and duties. The Board of Health shall have the power and authority to adopt ordinances relating to the protection of the health of Borough residents, shall employ necessary personnel and fix their salaries and shall have under its jurisdiction the Bureau of Vital Statistics of the Borough, the Health Officer and such other employees as are necessary to carry out its duties. The Board of Health shall have all of the jurisdiction conferred upon boards of health by Title 26 of the Revised Statutes.
A. 
Creation of Commission. Pursuant to N.J.S.A. 40:56A-1 et seq., there is hereby established in and for the Borough, an Environmental Commission to be known as the "Environmental Commission of the Borough of Norwood."
B. 
Membership, appointments and qualifications; alternate members.
(1) 
The Environmental Commission shall be comprised of seven members, one of whom shall also be a member of the Norwood Planning Board and all of whom shall be residents of the Borough. The members shall be appointed by the Mayor upon the creation of this Commission and upon the occasion of each vacancy or termination of each term of office, as hereinafter defined. In the event that the Mayor shall fail or refuse to appoint within 30 days from the date of creation of this Commission, or occasion of vacancy or termination of term of office, then and in that event the members shall be appointed by majority vote of the Council.
(2) 
Alternate members. There shall be two alternate members to the Environmental Commission who shall be appointed by the Mayor and who shall be designated by the Mayor as Alternate No. 1 and Alternate No. 2 and who shall serve in rotation and only during the absence or disqualification of any regular member or members. No alternate shall act or sit as a member of the Environmental Commission where his action or participation in a matter shall increase the Commission membership reviewing said matter to more than seven members.
C. 
Terms of office; vacancies. In order to first create an Environmental Commission, two members shall be appointed for a one-year term expiring December 31, 1982, two members shall be appointed for two-year terms expiring December 31, 1983, and three members shall be appointed for three-year terms expiring on December 31, 1984. Thereafter, as the aforesaid terms expire, each Commissioner shall be appointed for a term of three years, commencing upon the first day of January of the year in which the appointment is made. In the event that a member's term on the Planning Board shall terminate prior to the expiration of his term on the Environmental Commission, then a replacement from said body shall be designated to fill the unexpired term on the Commission in order to ensure such representation. All vacancies shall be filled for the unexpired term only, in the same manner as the original appointment.
D. 
Alternate members; terms of office. In order to create the office of alternate member to the Environmental Commission, Alternate No. 1 shall be appointed for a two-year term expiring December 31, 1984. Thereafter, as the aforesaid terms expire, each alternate shall be appointed for a term of two years, commencing upon the first day of January of the year in which the appointment is made. Vacancies in the term of alternate shall be filled in accordance with the provisions of Subsection C above.
E. 
Compensation of members. The members of the Environmental Commission shall receive no compensation for their services.
F. 
Powers of Commission. The Environmental Commission shall have the following powers:
(1) 
To study and make recommendations concerning open space preservation.
(2) 
To study and make recommendations concerning the water resources management.
(3) 
To study and make recommendations concerning air pollution control.
(4) 
To study and make recommendations concerning solid waste management.
(5) 
To study and make recommendations concerning noise control.
(6) 
To study and make recommendations concerning soil and landscape protection.
(7) 
To study and make recommendations concerning environmental appearances.
(8) 
To study and make recommendations concerning marine resources as well as protection of flora and fauna.
(9) 
To conduct research into the use or potential use of open land areas of the Borough.
(10) 
To coordinate the activities of other unofficial bodies or organizations concerned with the use of open space.
(11) 
To advertise, prepare, print and distribute books, maps, charts and pamphlets which in its judgment it deems necessary to effectuate the purposes and powers as herein set forth.
(12) 
To promote in general an environmental, ecological conservation and natural resources program for the Borough.
(13) 
In addition to the aforesaid upon designation by the Mayor and Council to act as liaison between other Environmental Commissions or governing bodies of other municipalities along with federal agencies on a county, state or federal level.
G. 
Index of open areas. The Environmental Commission shall create and maintain an index of all open areas in the Borough for the publicly or privately owned areas in order to obtain information on the proper present and future use of such areas and may from time to time recommend to the Planning Board of the Borough such programs concerning such open space for inclusion in the Master Plan of the Borough and for prospective development and use of such areas.
H. 
Management of properties. If authorized and approved by the Mayor and Council, the Environmental Commission may manage for environmental and conservation purposes such lands which are owned in whole or in part by the Borough. In the event that the Commission should be so designated to manage certain properties, such management shall not necessarily be exclusive but may be jointly with the Mayor and Council, or with other bodies or agencies, if in the opinion of the Mayor and Council such joint management is necessary and proper. In conjunction with the said management the Commission may recommend rules and regulations for the use of said properties and the conduct of all persons using same, which rules and regulations shall be subject to the approval of the Mayor and Council or any joint agencies charged with the final responsibility for management of said lands.
I. 
Acquisition of lands. If authorized and approved by the Mayor and Council, the Environmental Commission may acquire property, both real and personal, in the name of the municipality by gift, purchase, grant, bequest, devise or lease for any of its purposes and shall administer the same for such purposes subject to the terms of the conveyance or gift. Such an acquisition may be to acquire the fee or any lesser interest, development right, easement (including conservation easement), covenant or other contractual right (including a conveyance on conditions or with limitations or reversions), as may be necessary to acquire, maintain, improve, protect, limit the future use of, or otherwise conserve and properly utilize open spaces and other land and water areas in the Borough.
J. 
Reports and records; meetings. The Environmental Commission shall convene no less than four times a year and may convene more often at the determination of the members of said Commission. Minutes shall be kept of all meetings and records maintained by the Commission of all of its activities. The Commission shall report periodically as required by the Mayor and Council, but in any event shall make, on or before the first day of December of each year, an annual report to the Mayor and Council, which report shall be comprehensive and detailed indicating operations, receipts, disbursements and expenditures for the preceding year and plans or projects, if known, for the following year.
K. 
Organization. The Mayor shall designate one of the members to serve as Chairman and Presiding Officer of the Environmental Commission. The Chairman shall, within 30 days of the appointment of Commission members, call a meeting for the purpose of organizing this body, at which meeting the Commission shall choose by majority vote a person designated to act in the absence of the Chairman. The Commission is also authorized to adopt bylaws governing its procedural operation, which bylaws shall not become effective without the approval of the Mayor and Council.
L. 
Appropriations. The Environmental Commission shall have no powers to raise funds of its own other than the receipt of gifts of real or personal property as hereinabove provided with the exception that the Mayor and Council may authorize private fund-raising activities if deemed necessary. The Mayor and Council may annually determine and appropriate sufficient sums for the care, custody, policing, or maintenance of lands controlled in whole or in part by such Commission which funds shall be raised by taxation as part of the municipal budget. In addition the Mayor and Council may appropriate annually a sum for the expenses incurred by the Environmental Commission.
M. 
Removal of Commissioner. The Borough Council may remove any member of the Commission for cause, on written charges served upon the member and after a hearing thereon at which the member shall be entitled to be heard in person or by counsel.
A. 
Creation of Committee. There is hereby created in the Borough a Community Development Grant Advisory Committee to be known as the "Community Development Grant Advisory Committee of the Borough of Norwood."
B. 
Membership; appointment. The Community Development Grant Advisory Committee shall consist of six members, one of whom shall also be the member of the governing body who shall serve as Council liaison to the Northeast Bergen County Community Development Program, and all of whom shall be residents of the Borough of Norwood. The members shall be appointed by the Mayor, upon advice and consent of the Council.
C. 
Terms of office; vacancies. In order to first create a Community Development Grant Advisory Committee, two members shall be appointed for a one-year term, expiring December 31, 1983, two members shall be appointed for two-year terms, expiring December 31, 1984, and one member shall be appointed for a three-year term, expiring December 31, 1985. Thereafter, as the aforesaid terms expire, each member shall be appointed for a term of two years, commencing upon the first day of January of the year in which the appointment is made. The term of office of the Committee member who shall also serve as Council liaison to the Northeast Bergen County Community Development Program shall be concomitant with his or her term as such Council liaison. All vacancies shall be filled for the unexpired term only, in the same manner as the original appointment.
D. 
Compensation of members. The Community Development Grant Advisory Committee shall receive no compensation for their services.
E. 
Chairman of Committee. The member of the Committee who shall serve as Council liaison to the Northeast Bergen County Community Development Program shall serve as Chairman of the Committee.
F. 
Powers and duties. The Committee shall have no power to bind the Borough of Norwood or to act in any way on behalf of the Borough, without the express consent and approval of the governing body. The function of the Committee shall be an advisory one and shall be:
(1) 
To investigate and determine community development, federal, state and other governmental or private grants or funds available for use by the Borough of Norwood.
(2) 
To establish and determine the needs or programs by virtue of which the Borough may obtain such grants or funds.
(3) 
To ascertain the compliance of such needs or programs with the requirements established for such grants or funding.
(4) 
To prepare, for eventual filing and approval by the governing body, any and all forms or applications necessary to obtain such funding or grants.
(5) 
To exercise any and all such additional research or studies for the purpose of determining the availability of other programs for community development of Norwood.
G. 
Meeting; report to Council. The Committee shall meet from time to time, as established by the determination of the members. The Committee shall report periodically, as required by the Mayor and Council, but in any event shall make, on or before the regular Council meeting for the month of December of each year, an annual report to the Mayor and Council
