The membership of each of the volunteer fire companies of the Larchmont Volunteer Fire Department may include nonresidents of the Village of Larchmont upon the following conditions:
A. 
No more than 30 such nonresidents may be members of any such company at any time.
B. 
Such nonresidents shall reside within two miles of the nearest boundary of said Village of Larchmont.
C. 
Each company, by its officer in charge or its secretary, shall certify a list of such nonresidents to the Village Clerk within 15 days from the effective date hereof. Thereafter, each company shall certify any additions or changes in the personnel of such nonresident members within 30 days of such addition or change.
Any provisions of law and statute of the State of New York which is contrary to the provisions of this chapter is hereby superseded.

Section 10-1012 of the Village Law, Chief and Assistant Chiefs, is amended by adding the following paragraph to provide for the filling of vacancies in offices of the Fire Department of the Village of Larchmont caused by death, resignation or otherwise:
In case of a vacancy in the office of Chief or of any Assistant Chiefs of the Fire Department caused by death, resignation or otherwise, prior to the end of the term for which such person shall have been appointed, the Council of said Fire Department shall call a convention or meeting of the Fire Department to be held within 30 days of the occurrence of such vacancy for the purpose of nominating a successor to serve the unexpired term. Except as herein modified, the provisions of § 10-1012 of the Village Law shall apply in all other respects as if such successor was nominated at the annual meeting of the Fire Department of the Village of Larchmont.
