A.
"Contract users" shall be defined as any organization,
company or municipality that signs an agreement for services with
Kent County Sewage Disposal District No. 1 to provide wastewater transmission
and treatment at the Kent County Regional Wastewater Treatment Facility.
B.
Contract users discharging directly into the wastewater transmission system shall be charged user rates for wastewater transmission and treatment services in accordance with the respective agreement for services executed between the contract user and Kent County Sewage Disposal District No. 1. These rates shall be established either on a metered flow basis per 1,000 gallons, or an estimated flow based upon the number of EDUs in accordance with Article IV of this chapter.
