It shall be unlawful for any person or persons, firms or corporations, either as principal or as an agent (hereinafter called the "operator"), to have, keep and maintain a block party, bazaar, fair or carnival within the Borough of West Conshohocken, whether on public or private property, without first having obtained a license therefor from the Mayor.
No license shall be issued to any operator unless the block party, bazaar, fair or carnival is sponsored by a duly recognized church, fire company or other association of the Borough of West Conshohocken; provided, however, that any veterans' organization outside of the Borough of West Conshohocken may be a sponsor.

The operator shall pay for said license the sum of $50; provided, however, that said license shall not be transferable from one operator to another, and provided further that said license shall not be good for more than one week.
The Borough police, under the direction of the Mayor, shall inspect all block parties, bazaars, fairs and carnivals.
The license granted under this chapter shall be exhibited at all times conspicuously at the block party, bazaar, fair or carnival.
The Mayor may, after affording a hearing to any such licensee, of which said hearing said licensee shall have at least 24 hours' notice, suspend any license herein granted when he deems it to be of benefit to the public health, safety or morals.

Any person violating the provisions of this chapter shall be subject to the provisions detailed in Chapter 53A of the Code of the Borough of West Conshohocken.
