There is hereby established a nine-member committee, entitled the "Parks and Recreation Committee," consisting of two Council members and seven other electors of the Town of Stratford, together with two alternates who shall also be electors of the Town of Stratford and from different political parties, all of whom shall be appointed by the Town Council.
Said Committee shall serve initially until the expiration of the term of the present Town Council and thereafter for a term of two years.
Said Committee shall inventory the recreational and parks programs within the Town of Stratford and study whatever improvements or modifications thereto that it deems appropriate. Said Committee shall report its findings, conclusions and recommendations to the Town Council for appropriate action.
