A. 
After 30 days of the effective date of this chapter, no person owning, renting or leasing any trailer coach shall locate, park, keep, construct or maintain said trailer coach upon any lot or tract of land in the Township of Franklin aforesaid except upon a trailer court conducted, maintained and licensed in full and in complete compliance with all the provisions of this chapter, or except as provided hereinafter in Subsection B.
B. 
Any owner of a trailer coach which meets the minimum square feet requirements for the erection of a building pursuant to Chapter 190, Uniform Construction Codes, for the Township of Franklin, exclusive of additions thereto, may permanently convert his trailer coach into a dwelling upon compliance with the following conditions and requirements:
(1) 
Conditions.
(a) 
That the lot and/or parcel of land upon which the trailer coach is to be converted and permanently affixed as a dwelling be owned exclusively by the party so converting.
(b) 
That prior to converting trailer coach into dwelling, the owner evidence a clear title to said trailer coach, free of any liens and/or encumbrances thereon.
(c) 
That owner shall comply with the Building Code of the Township of Franklin.
(d) 
That owner state that it is his specific intention to convert his trailer coach into a dwelling, as part of the land thereof.
(2) 
Requirements.
(a) 
That owner of trailer coach secure from Building Inspector an application to be designated as "Intention of Converting Trailer Coach into Dwelling," and application to contain, inter alia, the conditions hereinabove set forth and impose and require any other additional information as the Building Inspector may in the reasonable exercise of his office require in order to act upon such application.
(b) 
Owner shall return the executed application to Building Inspector. The Building Inspector shall then review said owner's application, and if his investigation shall then disclose that owner's application meets the conditions and requirements hereinabove enumerated, he shall issue to owner a building permit.
(c) 
The provisions of the Building Code shall be incorporated herein by references; and any trailer coach converted hereunder into a dwelling shall conform to all of the provisions of said Building Code, any of its amendments and/or revisions thereof.
(d) 
No such trailer coach shall be placed upon any parcel or tract of land within the Township of Franklin unless and until application pursuant hereto is made and approved by the Building Inspector. This limitation shall not apply to Subsection A hereof.
(3) 
Any violations of any of the provisions hereof shall subject such violator to the fines and/or penalties as prescribed in the original ordinance of which this chapter is amendatory.
This limitation shall apply prospectively and shall not affect trailer coach or coaches not located on trailer courts, but located within the Township of Franklin, 30 days from the effective date of this chapter, provided that the necessary permit for said trailer coach or coaches has been secured in accordance with § 360-3.
Limitation on trailer coaches provided for herein shall not prevent a holder of a permit for trailer coach from replacing said coach, provided said replacement complies with this chapter and is approved by the Township Committee on an application to replace said trailer coach, which application shall comply with §§ 360-5 and 360-54.
Trailer coaches, not located on trailer courts but located within the Township of Franklin, shall not be transferred from place to place.
