The Capital Planning Committee shall consider and report on the influence of capital projects upon the present and future well-being of the Town. The Committee shall be composed of a total of five members to be appointed by the Select Board for three-year terms. No member of the Committee shall be a regular Town employee, a Town officer, or a member of a Town board, commission or committee responsible for the expenditure of Town funds. A member who ceases to reside in the Town or accepts regular employment by the Town or is elected or appointed to a Town board, commission or committee responsible for the expenditure of Town funds shall cease to serve on the Committee and a successor shall be appointed by the Select Board to serve the unexpired portion of the term.
A. 
The Committee shall study proposed capital projects referred to it for review which:
(1) 
Involve a total expenditure of 1% or more of the current tax levy; and
(2) 
Have useful life of at least five years; and
(3) 
Require long-range planning or extensive review.
B. 
The Committee shall also study and report on such capital projects as may be assigned to it by the Select Board.
All officers, boards, committees and commissions shall annually or as circumstances otherwise require provide the Committee with information concerning all projects referred to in § 24-17 hereof which may reasonably be deemed to require Town Meeting action, during the ensuing six years. The Committee shall consider the relative need, timing, cost, interrelationship, cost of maintenance and operation and financing of such capital projects. The Committee may undertake such investigations and hold such hearings, relative thereto, as it may deem necessary.
The Committee shall annually, on or before the 15th day of March, furnish a written copy of its recommendations on projects referred to it for review in accordance with the provisions of said § 24-17 to the Finance Committee and Select Board.
In advance of Town Meeting, the Capital Planning Committee and the Finance Committee shall jointly review all warrant articles which concern projects referred to in § 24-17 of this By-Law.
The Committee shall report to Town Meeting with regard to such warrant articles as the Committee has studied pursuant to this By-Law.
Notwithstanding any provision contained herein to the contrary, any Town Meeting may appropriate such sums of money for such purposes, authorized by law, as it may from time to time determine.
