[§ 13-1 of the 1967 Code]
The Select Board shall annually appoint a Town Engineer at a fixed salary, who shall have authority to appoint such assistants as the Town engineering work requires, subject as to number and compensation only to the approval of the Select Board. The Town Engineer shall have charge of all Town engineering, and no person connected with the Engineering Department shall engage in engineering work except for the Town of Marblehead, without prior permission in writing in each instance of the Select Board. The Town Engineer shall have charge of, and shall preserve, arrange and index, so as to be readily accessible to the public, all plans, surveys, field notes, records, documents, and inventories connected with the Engineering Department of the Town. The Town Engineer shall keep an accurate set of books showing in detail the cost of the Engineer's department and of all work done under the Engineer's direction, all materials purchased and of whom, and all vouchers, orders, and letters received and sent. The Town Engineer shall each year submit to the Select Board, in time for publication in the Annual Town Report, a statement showing in detail the work of the Engineering Department for the year, the names of all persons employed and a complete inventory of all Town property in that Department. The Select Board shall have the power at any time to remove the Town Engineer.
