A. 
Owners requiring new water service connections or service renewals or requesting discontinuance or restoration of service from an existing connection shall apply in writing to the Department, stating the address and other pertinent information and with signature. Applications and requests from tenants or by occupants other than the owner will not be acted upon.
B. 
Before approving applications for new service or renewals, the Department will consult with the owner to determine size, length, estimated cost, amount of deposit and any other required details. Requests for discontinuance or restoration of service will be acted upon by the Department in accordance with its regulations.
A. 
Before the Department can approve and install a new service connection, the owner shall submit with his application a deposit to cover the whole cost of the service as estimated by the Department. The Department will estimate the amount of deposit based on the cost of the pipe, fittings, and appurtenances, including installation, for the particular service.
B. 
In determining the final cost to be paid, an adjustment to the estimated cost will be made on the basis of the actual materials used.
C. 
The owner at his expense shall do all excavation and backfill required for installation of the service and shall provide the sleeve or opening in the foundation wall. The Department will furnish and install the complete service pipe from main to meter location.
A. 
Service connections from mains installed in private land and developments shall in general be installed and paid for by the owner from the corporation to and including a curb cock and box located in the center of the future sidewalk and about three feet from the side line of the street. All services shall be installed by experienced outside plumbers, all in accordance with the plan approved by the Board and the specifications detailed in Article V and subject to the approval of the engineer and the Department. All taps to the main will be done by the Department and at a charge of $50. The remainder of each service connection from curb cock to meter location will be installed by the Department upon receipt of an application and deposit from the owner of record at the time and in accordance with the procedure outlined in § 268-16.
B. 
Should the original owner or developer be permitted to install the finished roadway and gain acceptance of the rights-of-way as public streets before service connections have been installed to all of the individual lots, all as outlined in § 268-14H, the Department will install the service connections to the remaining lots, each upon receipt of an application and deposit and in accordance with the procedure outlined in § 268-16.

Existing service connections may be renewed upon application by the owner or when considered as necessary by the Department. Approval by the Department of applications for renewals will be based on the age, type and condition of the existing service.
B. 
The owner shall do all excavation required for renewals. The Department will furnish and install the complete service renewal from main to meter location. The cost of the service renewal, the cost of replacing inside valve, and the added cost of increasing the size of the service, if requested, will be paid for by the owner.
C. 
The owner shall submit with his application for renewal a deposit to cover the cost of the renewal and in an amount estimated by the Department. Current Department rules and regulations, not in effect at the time of installation of the original service, will be considered to apply to all renewals.
Owners desiring that water service to their property through an existing service connection be discontinued shall apply in writing to the Department and arrange for the Department to shut off the service at the curb cock. There shall be a prepaid ten-dollar turnoff charge. When the property is about to be sold, property owners should request an adjustment figure to be used at the time of paper passing and at the same time give the Department notice of such sale and the name of the new owner.
Owners desiring that water service to their property through an existing service connection be restored following discontinuance of service for any reason shall apply in writing to the Department and accompany each request with a ten-dollar deposit as a turn-on charge. When service is discontinued for nonpayment of bills due, the Department will not restore service until such bills are paid in full.
A. 
Each dwelling or building requiring water service shall have at least one complete separate service connection to the water main, and no dwelling shall receive water service from the connection to another building nor by hose connection or aboveground connection to the fixtures of another building, even if both are on the same lot.
B. 
All service connections shall be installed in accordance with these regulations and specifications contained in Article V. Owners shall be responsible that all piping on the house side of the meter is satisfactorily installed by a licensed plumber.
C. 
No service shall be less than 3/4 inch in diameter, and larger-sized services may be installed as required by the owner and approved by the Department. The Department may also, in certain cases when it deems necessary, require the installation of a larger-sized service than is requested by the owner. In particular, the size of long service connections, connections to commercial buildings, and fire services shall be as determined by the Department.
D. 
The location of all service connections shall be approved by the Department. In general, no service connections shall be installed under buildings, porches or additions to buildings, concrete walks, trees, poles or any other object which might interfere with the accessibility of the service for repairs. No service connection shall be installed within three feet of a sewer pipe trench, and 10 feet where a septic tank, cesspool or leaching field is present. The location shall be determined by the Department.
E. 
Underground sprinkler systems and fixed watering systems for gardens shall have separate metered services.
F. 
Services for swimming pools shall be installed without a cross-connection between the pool water and the Town supply. Check valves alone will not be sufficient, and there must be a definite approved air separation in the feed piping or method of filling the pool.
G. 
No person shall operate curb cocks or connect or disconnect any pipe to or from any water main of the water supply system except by order of the Department. Persons shall operate the service shutoff valve inside basements or other locations only in case of emergency.
H. 
The Board reserves the right at all times to issue new rules or make exceptions to existing rules to cover the installation, use, metering and payment for services installed primarily for sprinkler systems, fire protection, air conditioning or swimming pools.
