A. 
The Department will furnish and install one five-eighths-inch by three-fourths-inch water meter at the termination of each service connection and keep the meter in repair for routine use. A service charge will be rendered for each service installation based upon the requested meter size.
B. 
The cost of a second meter or other additional meters requested by the owner for any one service connection and approved by the Department will be charged to the owner making such request. Installation of the extra meter or meters will be made by the Department following payment by the owner of the estimated charge.
C. 
The Department, upon request from the owner or if required by the nature of the service, may approve and install a meter larger than the minimum size specified above. The owner will be charged for the difference in cost between the two meters.
D. 
Services for underground sprinkler system and other seasonal services shall have separate metered connections with meter furnished by the Department and installed in a suitable location furnished by the owners as herein detailed. The meter shall be removed by the Department during periods of no use.
The owner shall furnish and install shutoff valves, a pressure-reducing valve if necessary, and all other required accessories adjacent to and on the house side of the meter.

The owner shall provide an approved suitable dry location for all water meters. Meters for year-round customers shall be installed in an accessible place for reading by Department personnel and protected from tampering, the elements, cold weather, frost and damage.
B. 
No one, unless authorized by the Department, shall remove, inspect or tamper with any meter or appliance installed by the Department. Owners will be held responsible for all damage to meters from frost, tampering or other reasons and will be charged for all repairs or replacement resulting from such damage. When necessary, the Board will take steps to prosecute those responsible for tampering with or causing willful damage to water meters all in accordance with Chapter 284 of the Acts of 1914 by the General Court and any amendments thereto.[1]

Authorized Department personnel shall have free access during reasonable hours to all premises as required for the purpose of examining, repairing, reading or removing meters. Owners shall be responsible that access for reading meters is not obstructed and shall remove any such obstruction when requested to do so by the Department. Should the owner fail to comply with the Department request within 24 hours, he will be billed at the maximum rate of use previously observed for the particular service.
A. 
Meters for seasonal use shall be located as required for year-round service, except that protection from cold weather and frost shall not be considered as important. Where a suitable basement location is not available, the meter may be installed in a dry masonry pit with approved locking-type metal cover.
B. 
Meters for seasonal use will be installed in the spring and removed in the fall upon request by the owner. Should the owner fail to request that the meter be removed in the fall, he shall be charged for the entire cost of replacement or repair of damage.
A. 
If a meter fails to register properly, the owner will be charged for an estimated amount of water based on previous average consumption for an equivalent period of time.
B. 
The Department is responsible for the accuracy of all meters. Should the owner feel that his meter is not registering accurately and that he is being overcharged for consumption of water, he may request that his meter be tested. The Department will test the meter with the owner present and shall adjust the owner's bill in accordance with the results of the test, all in accordance with Chapter 397 of the Acts of 1914 of the General Court.[1] Unless the test shows that the owner is being overcharged for the use of water by more than 2%, the owner shall pay the entire cost of the test.

Definition. "Sewer use meters" shall be considered to be any water meter which is installed for the purpose of measuring water that does not enter the sewer system. The measured flow through this meter would then be used to calculate a reduction in the sewer use fee. All meters used for sewer use credits shall be installed and maintained completely at the owner's expense.
B. 
Meters. All meters shall be of the sealed register positive displacement type, conforming to AWWA Standard C-700.
C. 
Register. All meters must register in cubic feet and have a remote readout permanently attached to the outside of the building so that Department personnel need not enter the premises to gain a meter reading.
D. 
Installation. The installation of the meter shall be done by a duly licensed person in accordance with all applicable local, state and federal regulations. The Water and Sewer Commission must be notified once an installation is complete. At this time, an appointment must be made for Department personnel to inspect the meter. Once the above-mentioned conditions have been met, Department records will be updated, and a charge of $10 and a copy of the plumbing permit will be rendered. There will be no credit issued to the account until an inspection has been made and the installation has been found to be working in a satisfactory manner.
E. 
Maintenance. Should any meter be found to be operating improperly, the owner will be notified to make the necessary repairs at his own expense. After a meter has been repaired, the Water and Sewer Commission must be notified so that a new inspection can be made.
