No person shall be permitted to use, possess or consume any
type of alcoholic beverage within or on a publicly owned facility
in Monroeville, unless such person shall have obtained a permit to
authorize the use of any such publicly owned facility for such purpose.

Any person violating any provision of this article shall be
subject to pay a penalty not to exceed $600, plus costs of prosecution,
and, in default of payment of such fine and costs, to imprisonment
for a period not to exceed 30 days.
