GENERAL REFERENCES
Dog license fees — See Ch. 56, § 56-18.
The Village of Stewart Manor incurs significant expenses as part of the consideration process of certain matters reviewed by the various boards or officials of the Village, and it is desirable that reimbursement for these expenses be made to the Village by the applicant seeking relief. It is the intention of this chapter to establish a schedule of deposits and fees to assure reimbursement of anticipated costs to be incurred by the Village in considering a specific application, based upon past-incurred expenses for similar matters.
A. 
The following fees are hereby established:
(1) 
Dog redemption: $50.
(2) 
Cat redemption: $25.
(3) 
Preliminary building permit application review: $50.
(4) 
Building permit.
(a) 
When the value of the project does not exceed $200, the fee shall be $20.
(b) 
When the value of the project exceeds $200, but does not exceed $1,000, the fee shall be $20, plus $2 for each $100 or fraction thereof of the value in excess of $200.
(c) 
When the value of the project exceeds $1,000, the fee shall be $20, plus $5 for each additional $1,000 or fraction thereof of the value.
(5) 
Certificate of occupancy.
(a) 
Original: no fee.
(b) 
Duplicate: $35.
(c) 
Maintenance of prior construction: $500.
(6) 
Letter in lieu of certificate of occupancy: $50.
(7) 
Building moving permit: $500.
(8) 
Environmental quality review: $50.
(9) 
Food establishment license: $25 per annum.
(10) 
Handbill and poster permit: $25.
(11) 
Landscaping permits.
(a) 
Landscaper permit: $50.

Vehicle permit: $2 per vehicle.

Laundry and dry-cleaning establishment license: $25 per establishment per calendar year.

Trade, business or occupation license: $25 annually.

Fee for duplicating records: $0.75 per page 81/2 inches by 14 inches.

A. 
There shall be paid to the Village Clerk/Administrator for the account of the Village, upon filing of an application or appeal to the Board of Zoning Appeals:
(1) 
Fifty dollars for each application or appeal affecting a plot in the Residential District.
(2) 
One hundred dollars for each application or appeal affecting a plot in the Business District.

In addition to the filing fees established in this chapter, all applications to the Building Department for erection and/or alteration of a building shall be accompanied by a security fee equal to 5% of the cost of the building or alteration, which will be refunded upon satisfactory completion of the work.
No action shall be taken by any Village Board or by any Village Official on any application subject to the requirements of this chapter unless and until all fees and deposits, including additional deposits, required hereunder shall have been paid in full or as modified by the Board of Trustees.
A. 
Charge for returned checks. A charge of $20 will be added to any account owing to the Village where a tendered payment of such account was by a check or other written order which was returned for insufficient funds.
B. 
Collection. The charge shall be collected in the same manner prescribed by law for the collection of the account for which the check is tendered.
C. 
Future payments. The Village may require future payments to be tendered in cash or by certified or cashier's check.
In the event that any fee or deposit established in this chapter creates an economic or other hardship, application may be made to the Board of Trustees, which is hereby authorized to modify such fee and/or deposit in its legislative discretion, after appropriate hearing.
The fees and deposits established by and in this chapter may be modified by resolution of the Board of Trustees passed by at least a majority affirmative vote of the total voting power of the Board of Trustees. No such resolution shall be passed until it shall be in its final form and either upon the desks or table of the members at least seven calendar days, exclusive of Sunday, prior to its final passage or mailed to each of them in postpaid, properly addressed and securely closed envelopes or wrappers in a post office box or post office of the United States Post Office Department within the local government at least 10 calendar days, exclusive of Sunday, prior to its final passage. No resolution modifying a fee or deposit established by and in this chapter, which fee or deposit currently exceeds $500, or setting a fee or deposit not contemplated by this chapter, shall be passed until a public hearing has been held before the Board of Trustees after notification of such hearing has been published and posted, as required by law then existing. The modification shall be effective upon filing of the resolution with the Village Administrator.
