There shall be a Department of Social Services, headed by a Commissioner of Social Services who shall be appointed by the County Executive for a term of five years, subject to confirmation by the Legislature. In appointing the Commissioner of Social Services, the County Executive shall consult with the Social Services Board. The Commissioner of Social Services shall meet the qualifications for the responsibilities of his or her office required by the New York State Board of Social Welfare.

Except as otherwise provided in this Charter, the Commissioner of Social Services shall have and exercise all the powers and duties conferred or imposed by the Social Services Law, or any other law, and shall perform such other and related duties required by the County Executive.[1][2]
